Attending the meeting were Vice Chairman of the Provincial People's Committee Tran Nam Hung and representatives of provincial departments, branches and sectors.

Registering and reflecting at the meeting, the representative of the land buyer of the Residential Area No. 11 project (Dien Ngoc ward, Dien Ban town) by Dana Homeland Urban Development and Investment Joint Stock Company (Dana Homeland Company) said that the project transaction was implemented in March 2019. In the loan contract and transfer commitment, Dana Homeland Company committed to notarizing the transfer contract within a maximum period of 13 months from the date of signing the contract to issue a "red book" to the customer. However, up to now, after more than 5 years, this commitment has not been fulfilled, and land buyers no longer have enough patience and trust in the business.

The legal problems in the transfer of the project investor from Chi Thanh Company to Dana Homeland Company through debt trading according to Resolution No. 42 dated June 21, 2017 of the National Assembly have caused confusion and anxiety among the people. These problems have greatly affected the progress of issuing "red books" and the people hope that the Standing Committee of the Provincial Party Committee and the Provincial People's Committee will intervene to resolve the issues, and to have full information about the legality related to the project...

According to the province's professional sector, the above project has reached the end of its implementation schedule but has not yet been completed and has not been inspected for acceptance and put into use. Legally, the project is not yet qualified to conduct debt trading according to the provisions of Resolution No. 42 dated June 21, 2017 of the National Assembly. The infrastructure has not been completed, financial obligations must be re-determined, and the question of whether the project will be recovered has not been answered to the land buyer's representative...

Concluding the meeting, Provincial Party Secretary Luong Nguyen Minh Triet said that he would assign the Provincial People's Committee's Party Committee to assign a leader of the Provincial People's Committee to preside over and listen carefully to issues related to this project. In particular, it is necessary to fully listen to the opinions of relevant parties (Chi Thanh Company, Dana Homeland Company, banks, relevant departments) in the spirit of trying to remove difficulties and obstacles; accompanying the opinions and aspirations of the people on the basis of ensuring flexible application of legal regulations.

Comrade Luong Nguyen Minh Triet emphasized that in September 2024, the Provincial People's Committee reported to the Provincial Party Secretary on the results of resolving issues related to this project.

In particular, it is necessary to clarify the contents discussed at the meeting, specifically: Is this a debt purchase contract or not? If it is a debt purchase contract, is it legal and in accordance with the provisions of Resolution 42? Is the land purchase transaction between Dana Homeland Company and households legal? Determine the legality of the current investor of this project?

According to the Provincial Party Secretary, whether or not the project progress can be extended after identifying the investor must be considered to meet the conditions prescribed by law. If the above-mentioned issues are resolved, then the remaining obligations of the parties (infrastructure investment, finance, specific responsibilities of each party) will be determined. The Provincial People's Committee needs to clarify the contents and inform the households. The viewpoint of the provincial leaders is to focus on resolving the issue in accordance with the law, in the direction that is most beneficial to the people.
