The army mobilized more than 240,000 people and 4,000 vehicles to respond to storm No. 10.

The General Staff of the Vietnam People's Army has sent an urgent telegram to military units, requesting them to strictly maintain on-duty status, deploy preventive measures, and ensure the safety of people and property against storm No. 10 (storm Bualoi).

According to the National Center for Hydro-Meteorological Forecasting, at 10:00 a.m. this morning, September 27, the center of storm No. 10 (storm Bualoi) was about 370 km southeast of Hoang Sa special zone, and about 740 km east southeast of Da Nang . Near the center of the storm, the strongest wind speed is level 11 - 12, that is, from 103 - 117 km/h, gusting to level 15. The storm is moving west-northwest at a speed of about 30 km/h (twice the average speed of storms).

To proactively respond to storms and floods after storm No. 10 (storm Bualoi), the General Staff of the Vietnam People's Army has sent an urgent dispatch to military units, requesting them to strictly maintain on-duty status, proactively monitor and grasp the developments of storms and floods caused by storms; deploy preventive measures to ensure the safety of barracks, warehouses, and construction works.

Prepare forces and means to respond promptly and effectively when situations arise. Ensure absolute safety of people and means when performing tasks.

Military Regions 3, 4, and 5 direct the Military Commands of provinces and cities to coordinate with the Department of Agriculture and Environment and relevant agencies to advise local Party committees and authorities to continue to inspect and review response plans and options in accordance with reality; identify key disaster areas, areas at risk of flash floods, landslides, weak dykes, embankments, lakes, dams, flooded and isolated areas.

Proactively help the government and people harvest aquatic products and agricultural production; reinforce houses, evacuate households in areas at high risk of landslides, flash floods, and deep flooding to safe places; ensure key works, unfinished constructions, industrial parks, urban areas, residential areas and production activities, and prevent unfortunate human losses due to carelessness and subjectivity.

The Border Guard Command directed the Border Guard Commands of coastal provinces and cities from Quang Ninh to Quang Ngai to continue to check and count boats and vehicles operating at sea by all means to inform boats and vehicles still operating at sea about the developments of storm No. 10 (storm Bualoi); guide them to move away from and not enter areas at risk of being affected by the storm; call on and guide boats and vehicles to safe storm shelters.

Ready to fly rescue and relief to respond to storm No. 10 (storm Bualoi)

The Vietnam Navy and Coast Guard direct their subordinate agencies and units to deploy safety measures; prepare forces and means for search and rescue when situations arise at sea and on islands.

The Air Defense - Air Force, Corps 18 inspected and reviewed plans, organized forces and vehicles to be ready to conduct search and rescue flights when ordered.

The 12th Army Corps, the 34th Army Corps, the Hanoi Capital Command, the Artillery - Missile Command and the army corps and services review and supplement plans and options suitable to the actual situation, ensure safety for the forces performing the mission, and be ready with forces and means to participate in rescue when requested by the locality.

Viettel Group coordinates with relevant agencies and units to ensure transmission lines and other necessary conditions to serve the Government and the Prime Minister in directing and operating civil defense. Ready to send forces and vehicles (flycam) to coordinate with military regions: 3, 4, 5 to support localities in surveying vulnerable areas to promptly detect cracks, areas at risk of landslides, flash floods, being cut off, isolated in order to give early warning and take timely preventive measures.

At the meeting to respond to storm No. 10 (Bualoi) this morning, September 27, General Nguyen Tan Cuong, Chief of the General Staff of the Vietnam People's Army and Deputy Minister of National Defense, said that the Ministry of National Defense has issued instructions to the entire army. Currently, the force ready to respond to storm No. 10 has 240,580 officers and soldiers along with more than 4,000 vehicles.
