On the morning of December 14, in Hanoi, the Ministry of National Defense chaired and coordinated with the Central Propaganda Department, the Ministry of Public Security and Cao Bang province to organize a national scientific conference with the theme "Vietnam People's Army - Heroic tradition, glorious career, core force in building a strong national defense". Also attending the conference were Politburo members: Nguyen Trong Nghia, Secretary of the Party Central Committee, Head of the Central Propaganda Department; Phan Van Giang, Deputy Secretary of the Central Military Commission, Minister of National Defense; Nguyen Xuan Thang, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council. Speaking at the opening of the workshop, Minister of National Defense Phan Van Giang stated that on December 22, 1944, in the forest between Hoang Hoa Tham and Tran Hung Dao communes in Nguyen Binh district, Cao Bang province (now Tam Kim commune, Nguyen Binh district, Cao Bang province), the Vietnam Propaganda Liberation Army - the first main force of the Vietnam People's Army was established under the direction of President Ho Chi Minh. Over the past 80 years, under the leadership, direction,education and training of our Party, headed by President Ho Chi Minh, and the protection and support of the people, our Army has continuously grown and matured, maintained and promoted the nature and tradition of "Uncle Ho's Army", performed well the functions of a fighting army, a working army and a production labor army, and excellently completed all tasks assigned by the Party, the State and the people.

Minister of National Defense Phan Van Giang emphasized: This workshop is of great significance to continue to study more comprehensively, deeply, and fully the strategic vision, correct leadership of the Communist Party of Vietnam and President Ho Chi Minh for the Vietnam People's Army and the military and national defense cause; about the process of building, growing, fighting and winning, the heroic tradition, and glorious career of our Army and people. On that basis, draw experiences and historical lessons to apply and promote in building a "revolutionary, disciplined, elite, and gradually modernized" Army, building an all-people national defense, an all-people national defense posture associated with a solid people's security posture, meeting the requirements of building and protecting the Fatherland in the current revolutionary period.

Speaking at the workshop, President Luong Cuong reviewed the history and important achievements of the Vietnam People's Army after 80 years of formation, fighting, growing and winning, contributing to the cause of building and defending the Fatherland; pointing out that the history of thousands of years of building and defending the country has affirmed that the great national unity bloc is a great strength, a particularly important factor to win against all invaders.
Affirming that this scientific conference is one of the major and key activities in the series of national activities to celebrate the 80th anniversary of the founding of the Vietnam People's Army and the 35th anniversary of the National Defense Day, the President suggested and requested that the conference focus on discussing and deepening the scientific and practical significance of this important event. In particular, it continues to affirm the absolute and direct leadership in all aspects of the Communist Party of Vietnam over the people's armed forces and the cause of national defense and security. This is a consistent principle throughout the Vietnamese revolutionary process, a decisive factor in all victories, ensuring that the people's armed forces increasingly mature, grow stronger, and successfully complete the historical mission assigned by the Party, State and People.

The President noted that the Workshop needs to analyze, explain, deepen and highlight the great contributions in the process of building, fighting, growing and winning of the Vietnam People's Army, the qualities and cultural values of "Uncle Ho's soldiers", thereby drawing historical lessons, the unique features of military art, of Vietnamese military culture that can be applied and promoted to improve the quality of training, coaching, drills, and combat readiness in peacetime of the Army. Continue to adjust the organization of forces to complete the goal of building a "lean, compact, strong" army, creating a solid premise, striving to build a revolutionary, disciplined, elite, and modern People's Army by 2030.
Along with that, it is necessary to explain and affirm the importance of building a strong and comprehensive Army, taking strong political construction as the foundation; building a truly clean and strong Army Party organization, exemplary and representative in politics, ideology, ethics, organization and cadres, creating a solid foundation to improve overall quality, combat strength, always heighten revolutionary vigilance, ready to receive and excellently complete all tasks, not to be passive or surprised in any situation. Affirm and deepen the function of "fighting army, working army and production labor army", the core role of the Vietnam People's Army in building a strong national defense. Regularly consolidate the relationship of solidarity and close ties between the army and the people.
According to President Luong Cuong, the Workshop also needs to continue to thoroughly grasp, analyze, and deeply explain the Party's guidelines and viewpoints on building and consolidating the all-people national defense, the all-people national defense posture associated with the people's security posture; building a solid "people's heart posture". Promoting the core role of the People's Army in the cause of building the all-people national defense to protect the Fatherland. Summarizing the achievements and drawing lessons from 35 years of implementing the All-People National Defense Day; promoting proactiveness, creativity, self-reliance, promoting the strength of great national unity; at the same time combining national strength with the strength of the times, promoting international integration and defense diplomacy to continuously enhance the overall strength in the cause of consolidating national defense, firmly protecting the socialist Fatherland of Vietnam.
President Luong Cuong emphasized that the 80th anniversary of the founding of the Vietnam People's Army and the 35th anniversary of the National Defense Day are important political events for the country and the Army. This is an opportunity for us to review the heroic history of the nation; the nature, fine traditions, and glorious feats of arms of our army and people under the leadership of the Party. Cadres and soldiers of the entire army need to continue to unite, unify, carry out the whole army's will, the army and the people's will, strive to achieve many outstanding achievements, and be the core force in building the all-people national defense, the all-people national defense posture associated with the people's security and a strong people's security posture.
The Party, State and people believe that the Vietnam People's Army will continuously promote its heroic tradition and glorious career, continue to achieve outstanding feats, and together with the entire people enter a new era, an era of the Vietnamese nation's rise, building and firmly defending the Fatherland.
Presenting the Workshop's introductory report, Senior Lieutenant General Trinh Van Quyet, Director of the General Department of Politics, requested the Workshop to analyze and clarify the historical context, the significance of its birth; the leadership and direction of the Party Central Committee, President Ho Chi Minh, and the Central Military Commission in the process of building, fighting, growing, and glorious victory of the Vietnam People's Army over the past 80 years. The Workshop also aimed to clarify the significance, role, and achievements of the National Defense Day; to build and promote the "people's heart position", the strength of great national unity in the cause of national liberation struggle, building and defending the Socialist Republic of Vietnam.
The Organizing Committee said it had received more than 100 reports and speeches from leaders and former leaders of the Party and State; central and local departments, ministries, branches, and organizations; military regions, army corps, military services, and arms; academies, schools, research institutes, and scientists inside and outside the Army... The speeches and opinions at the workshop focused on explaining each specific content, contributing to clarifying many theoretical and practical issues on the cause of building the People's Army and the all-people national defense.
The delegates unanimously affirmed the correct and creative guidelines, policies and leadership of the Party Central Committee and President Ho Chi Minh in the process of building, fighting, growing and achieving glorious victories of the heroic Vietnam People's Army; emphasized the noble revolutionary nature, heroic tradition and glorious career of the Vietnam People's Army; and maintained and promoted the culture and qualities of "Uncle Ho's soldiers" in the new period.
The analysis also highlighted the heroic tradition and glorious career of the Vietnam People's Army over the past 80 years; the achievements over 35 years of implementing the National Defense Day, the "people's heart position" and the core role of the People's Army in building a strong national defense. The discussions focused on clarifying historical lessons in building the People's Army and the national defense that have profound theoretical and practical values, which can be applied and promoted in the current revolutionary period.
The successes and lessons learned have profound theoretical and practical values, and are an important basis and provision to continue building a revolutionary, disciplined, elite, and modern Army in particular; and to build and consolidate the national defense and security cause in general, meeting the requirements and tasks of building and protecting the Fatherland in the new era - the era of national development.
In his closing speech at the Workshop, Comrade Nguyen Xuan Thang, Director of the Ho Chi Minh National Academy of Politics and Chairman of the Central Theoretical Council, emphasized that the opinions and presentations had rich content and good scientific quality, contributing to clarifying many important issues and contents, including some new aspects of the main theme of the Workshop. The results of the Workshop supplemented and clarified in a comprehensive and profound way the great stature and significance of the Founding Day and the glorious 80-year journey of the Vietnam People's Army under the Party's flag; of the National Defense Day, building a national defense associated with a strong people's security./.
