Implementing the Official Dispatch No. 13/CD-BCĐ-BNNMT dated October 7, 2025; the direction of General Nguyen Tan Cuong, Chief of the General Staff of the Vietnam People's Army on proactively responding to floods, inundation, flash floods, landslides due to the impact of storm No. 11, the General Staff requests agencies and units to continue to thoroughly grasp and strictly implement the Official Dispatches of the Prime Minister and the General Staff on proactively responding to the risk of floods, flash floods, landslides due to the impact of storm No. 11.
The Commands of Military Regions 1, 2, 3, 4 direct the Military Commands of the provinces and units under their control to proactively coordinate closely with local Party committees and authorities to continue mobilizing forces and means to support the government and people, carefully review each area, residential area, and dyke, promptly detect areas at risk of landslides, flash floods, deep flooding, proactively relocate and urgently evacuate households in low-lying areas, along rivers at high risk of flooding and landslides to safe places.
At the same time, direct the Military Commands of provinces affected by storms and floods and relevant agencies and units to mobilize forces, support and help people in flooded areas, evacuate to safe places, ensure stable people's lives; ensure absolute safety for forces participating in performing tasks.
The General Staff requested the Air Defense - Air Force Service and the 18th Army Corps to check and review plans, organize forces and vehicles to be ready to conduct search and rescue flights, transport food, provisions... to reach isolated areas and flooded areas when ordered.
The General Departments: Logistics - Engineering, Defense Industry, General Department II, according to their functions and tasks, strengthen the direction, urging, and inspection of subordinate units to do a good job of overcoming the consequences of rain, floods, landslides caused by storm No. 11 and storm circulation; organize inspections and ensure the safety of warehouses, factories, weapons and equipment; ensure good logistics and technology to serve natural disaster response work; proactively coordinate the timely supply and transportation of rescue supplies and equipment to help localities respond and overcome the consequences when situations occur.
The General Staff also noted that the army corps, arms, and commands: Hanoi Capital, 86, and army corps, are ready with forces and means to proactively coordinate with local authorities where they are stationed and where they carry out tasks to help localities overcome the consequences of natural disasters when requested.
The Military Industry - Telecommunications Group proactively takes measures to ensure information in areas forecasted to be at high risk of being cut off and isolated due to the impact of storms and floods, coordinates with the Information and Communications Corps to ensure information connection and smooth communication between the central and local levels, and localities affected by storms and floods; sends forces and vehicles (flycams) to coordinate with military regions: 1, 2, 3, 4 to support localities in surveying vulnerable areas to promptly detect cracks, areas at risk of landslides, flash floods, being cut off and isolated in order to provide early warning and take timely preventive measures.
The General Staff requests units to organize implementation and report to the General Staff through the Ministry's Command and the Rescue Department before 2:00 p.m. every day to serve monitoring and direction work.
*According to the bulletin of the National Center for Hydro-Meteorological Forecasting, on the night of October 6 and early morning of October 7, the Northern region and Thanh Hoa will have moderate rain, heavy rain and thunderstorms, locally very heavy rain; especially in Thai Nguyen, Bac Ninh, Hanoi and Thanh Hoa, there will be heavy to very heavy rain. The rainfall calculated from 7:00 p.m. on October 6, 2025 to 6:00 a.m. on October 7, 2025, locally over 200mm in some places such as: Hoa Thuong station (Thai Nguyen) 437.6mm, Bo Ha station (Bac Ninh) 250.4mm.
On the day and night of October 7, in the mountainous and midland areas of the North, there will be heavy rain and thunderstorms with common rainfall of 40-100mm, locally very heavy rain over 200mm. The Northern Delta and Thanh Hoa areas will have moderate rain, heavy rain and thunderstorms with common rainfall of 30-60mm, locally very heavy rain over 150mm.
