Effective management and promotion of artificial intelligence development

On the morning of October 17, in Hanoi, the Committee for Science, Technology and Environment coordinated with the Ministry of Science and Technology and the Vietnam Union of Science and Technology Associations (VUSTA) to organize a workshop to contribute ideas to perfecting the draft Law on Artificial Intelligence (AI).

The workshop was organized to consult and collect in-depth opinions from experts and scientists. This is an important activity in the process of drafting the Law, contributing to improving the quality of the draft Law and making it as close to reality as possible when submitting it to the National Assembly for consideration and approval.

Speaking at the opening of the workshop, Vice Chairman of the Committee for Science, Technology and Environment Tran Van Khai suggested key issues and policy groups for delegates to discuss and contribute opinions such as: scope of regulation, subjects of application of the draft Law; principles of AI development and application; explanation of terms; State policies on AI; prohibited acts; classification and management of AI systems according to risk levels and ensuring safety and security; controlled testing mechanism (sandbox) to create space for innovation and development of new technologies, infrastructure development, human resources to strengthen public-private cooperation in the field of AI; management of artificial AI, especially responsibility for the content created by AI; responsibilities of relevant parties throughout the life cycle of the AI ​​system; principles of handling violations, assigning compensation responsibilities; ensuring consistency and synchronization in the legal system...

Delegates attending basically agreed on the promulgation of the Law on Artificial Intelligence to create a comprehensive legal framework to regulate current research, development, provision, deployment and use of AI systems.

The Draft Law is designed to be relatively comprehensive and elaborate, proposing many breakthrough policies to encourage AI research and development.

Chairman and General Director of DTT Technology Joint Stock Company Nguyen The Trung said that we should consider defining artificial intelligence in the law because no one in the world has defined artificial intelligence as well as what human intelligence is. Along with that, this expert said that it is necessary to clearly define the responsibility mechanism to avoid hesitation in innovation and creativity.

Some opinions also suggested that the drafting agency continue to consider and research carefully when regulating the concepts: artificial AI; objective legal responsibility; artificial intelligence market; serious incidents...

In addition, the draft Law stipulates the protection of intellectual property rights for inventions, technologies, works and data related to artificial intelligence in compliance with intellectual property laws and related laws. Some delegates said that listing the subjects protected by intellectual property rights may lead to omissions and lack of generality. Therefore, it is necessary to study and adjust this provision.

Some delegates suggested considering introducing some new, pioneering regulations on liability for damages in the draft.

Deputy Minister of Science and Technology Pham Duc Long said that in the next 5 years, AI is expected to contribute 5,000 billion USD to the global economy, so we set a goal to establish a position in this field. From now until 2030, the benefits from AI to the Vietnamese economy could reach 79 billion USD. Therefore, according to Deputy Minister Pham Duc Long, if we do well, the nation's aspirational goal in Resolution No. 57 of the Politburo can be completely achieved. Therefore, the Ministry will continue to listen and absorb opinions to complete the draft Law to submit to the National Assembly in order to create a legal corridor that is wide enough and comprehensive enough to both manage and develop AI in the new situation.
