Resource and mineral management: Clear decentralization and strict supervision.

In May 2019, the Provincial Party Committee issued Resolution No. 16-NQ/TL on strengthening the Party's leadership over the management of coal and mineral resources in the province. After five years of implementation, the effectiveness and efficiency of state management in planning, investment, land, resources, and minerals in the province have significantly improved.

Strengthening leadership and guidance

To effectively manage and rationally exploit natural resources and minerals in the province, Quang Ninh focuses on directing Party committees, Party organizations, and authorities from the provincial to the grassroots level to fully and promptly implement the directives of the Central Government and the province on the management of coal and mineral resources. From 2019 to the present, Quang Ninh has successfully organized more than 30 province-wide conferences to disseminate and thoroughly explain the directives, resolutions, and conclusions of the Central Government and the province that guide the implementation of natural resource and mineral management.

Relevant agencies, in coordination with mining enterprises in general and the coal industry in particular, are stepping up efforts to combat and handle violations, strengthen resource management, transportation routes, and consumption; regularly monitor the situation, ensure information and reporting; and clearly define the responsibilities of collectives and individuals in protecting resources, mine boundaries, and coal products. The Provincial People's Committee implements and maintains a regular meeting schedule with the coal industry to proactively monitor the situation and promptly address and resolve difficulties and obstacles; and regularly organizes meetings to resolve difficulties related to leveling materials.

In addition, the province has strengthened inspection, supervision, and auditing of land, resources, and minerals, improving the effectiveness and efficiency of preventing corruption, negative practices, waste, and "group interests" in this field. From 2019 to the present, the Provincial Party Committee, the Provincial People's Committee, and the provincial departments and agencies have conducted nearly 400 inspections and supervisions related to the management of resources and minerals, the use of industrial explosives, investment in specialized mining projects, and compliance with tax laws. They have also coordinated with the Ministry of Natural Resources and Environment and the Ministry of Industry and Trade in inspecting and auditing coal industry units.

Local authorities also conduct inspections and audits on resource and mineral management in their areas, depending on the specific circumstances. Violations are strictly dealt with according to the law.

The effect is noticeable.

Thanks to enhanced guidance, land management and mineral exploitation in the province have yielded effective results after exploitation. The province has reviewed, adjusted, and perfected the Quang Ninh coal region planning to ensure compliance with the Prime Minister 's decision. The Coal Industry Planning has been updated and incorporated into the Provincial Planning for the period 2021-2030, with a vision to 2050, and the National Energy Master Plan to ensure consistency and compatibility between the coal and mineral industry planning and other plans. The Provincial People's Committee has granted 40 mineral exploitation licenses. Most units have actively completed the relevant legal procedures, complying with the provisions of the granted exploitation licenses and other legal regulations.

Coal industry units are applying advanced and modern technologies in coal exploration, mining, screening, and processing, minimizing labor accidents and resource losses in all stages.

Quang Ninh province has also completed a plan to process coal dust, slag, and mixed rocks and soil into products at the mines that meet market demands. The province has completed the investment in conveyor belts, railway transport, road overpasses, and the installation of automatic monitoring systems to continuously manage mining and processing sites, transport routes, and coal import/export warehouses and ports; minimizing coal resource losses.

The province has also suspended the issuance and renewal of licenses for ports and general cargo terminals for coal collection and trading. Coal mining units have fully complied with environmental procedures and implemented plans to quickly reforest mine waste dumps, contributing to limiting soil erosion, reducing dust emissions, and rapidly improving the overall environmental landscape.

Currently, there are 16 licensed limestone quarry areas in the province. For limestone quarries licensed by the Ministry of Natural Resources and Environment for cement and industrial lime production, the province will report to the Ministry for consideration and adjustment of the mining period for 4 quarry areas until the end of 2030. For quarries producing ordinary construction materials licensed by the Provincial People's Committee, the goal is to cease mining operations by 2025.

Quang Ninh has strictly controlled and managed dredging activities to prevent the illegal exploitation and extraction of natural resources and minerals; at the same time, it has completed the plan for handling mine waste and slag, prioritizing its use as leveling material for socio-economic development projects in the area and for the production of artificial materials. The plan has updated the orientation for 32 coal mine waste dumps to be used as leveling material into the Quang Ninh Provincial Master Plan.

The situation regarding illegal sand and gravel mining, stockpiling, transportation, and trading in the province is basically under control, preventing the formation of "hot spots" that cause public outrage. Inspection and handling of violations according to the law have been strengthened. From 2019 to the present, the province has detected and apprehended 213 cases of illegal sand and gravel mining, stockpiling, transportation, and trading; detected and handled 155 cases of illegal soil mining, destruction, and transportation; and detected 11 cases of illegal stone mining, stockpiling, buying, selling, and transporting...
