On the afternoon of November 30th, Mr. Nghiem Xuan Cuong, Vice Chairman of the Provincial People's Committee, attended the November 2024 Businessmen's Coffee program, themed "Removing difficulties for businesses regarding production raw materials and leveling materials," organized by the Quang Ninh Provincial Business Association in Dong Trieu city.
In a spirit of openness and frankness, representatives from construction material manufacturers and contractors expressed many opinions and reflected on the difficulties regarding production materials and land leveling materials. For example: Currently, there are 29 construction material manufacturing companies (brick, tile, fired clay) in the province, annually using over 1 million cubic meters of clay and waste slag; however, up to 70% of these companies and factories do not have their own clay mines and must purchase raw materials from other localities, leading to increased costs due to long-distance transportation, higher input costs, and reduced competitiveness. Some factories are at risk of closure due to a lack of raw materials for production.
In addition, businesses need to renovate and level the land but lack leveling materials. Some projects, such as the road connecting the Ha Long - Hai Phong expressway to Dong Trieu City (riverside road), Difficulties in the supply of leveling materials could significantly impact construction progress. Meanwhile, there are difficulties in finding suitable disposal sites for excess excavated soil from river and canal improvements and bridge foundations.
According to the leaders of the Department of Natural Resources and Environment, the Department has actively coordinated with other departments and agencies to draft a new Resolution, replacing Resolution 16-NQ/TU dated May 9, 2019, of the Provincial Party Committee on strengthening the Party's leadership over the management of coal and mineral resources in the province. This includes many new points to help overcome and resolve current subjective and objective difficulties and obstacles regarding leveling materials. In October 2024, the Department of Natural Resources and Environment also submitted a report to the Provincial People's Committee for appraisal and approval of the plan to auction the right to exploit several clay mines, including the Trang An clay mine (Dong Trieu City), to serve the needs of businesses in the area. Notably, according to the Law on Geology and Minerals recently passed by the National Assembly, effective from July 1, 2025, the authority to license the exploitation of mine waste rock will be decentralized to local authorities. This will create a strong impetus for the development of the circular economy that Quang Ninh province has been implementing in recent years.
Speaking at the program, Vice Chairman of the Provincial People's Committee Nghiem Xuan Cuong affirmed: With the view that the province can only develop if businesses develop; social welfare, the lives and jobs of the people and workers can only be ensured... The Party committees and government at all levels of the province always pay special attention to and support businesses. He requested that leaders of departments, sectors, and localities continue to research and propose to the Provincial People's Committee leaders solutions to the requests as soon as possible, providing the best support for businesses to overcome difficulties and contribute to the overall socio-economic development goals of the province in the coming time.
