In implementing the socio-economic development plan for 2025, Quang Ninh was selected by the Government as one of the four localities with high economic growth rates, reaching 12.5%, contributing to the overall growth target of the country.
To meet the Government's expectations, right from the beginning of the year with the theme "Breakthrough in economic development, creating momentum for the new term," Quang Ninh issued a resolution, developed a plan, and set targets for socio-economic development. With high determination and great effort, based on a thorough calculation of each resource and each growth factor in each industry and field, the province identified one of the core solutions, considered a "breakthrough of breakthroughs," as unleashing all resources and setting growth targets for each quarter.
The requirements include continuing to innovate thinking, be creative in methods, and make breakthroughs in policies to promote development; strengthening decentralization and delegation of power, and emphasizing the role and responsibility of leaders; focusing on effectively implementing the three strategic breakthroughs; redefining local values, fully identifying advantages, challenges, contradictions, and bottlenecks to find solutions and opportunities amidst difficulties and challenges, and shaping new development methods; and boosting and renewing traditional growth drivers such as investment, strongly developing science and technology, innovation, digital transformation, and high-quality human resources.
However, 2025 is expected to be a year of significant changes. Not only will the global economic and political situation be complex and unpredictable, with many unprecedented and unforeseen developments, but the US's retaliatory tariffs will also significantly impact several economic sectors (manufacturing and trade), creating difficulties and putting considerable pressure on Quang Ninh's growth targets and plans. FDI inflows will be restricted due to concerns among international investors regarding US tariffs on Vietnam. This will be further hampered by anti-dumping and countervailing duty policies on certain energy products. Therefore, while FDI attraction in 2025 is projected to reach approximately US$1 billion, matching the target, it will be considerably lower than in 2024 (US$2.8 billion). Furthermore, some economic sectors expected to experience high growth have not yet met their targets. Specifically, the mining industry, accounting for 14.5% of the economy, is estimated to grow by only 6.2% in 2025 compared to the same period in 2024, 2.44% lower than the annual plan; the electricity and gas production industry, accounting for 12.3%, is expected to grow by 0.38%, 3.52% lower than the plan... The reason is that during the year, heavy rainfall led to maximum exploitation of hydropower systems and reduced capacity at thermal power plants, resulting in low coal consumption. The construction industry also only grew by 10.94%, 14.07% lower than the annual plan.
Furthermore, Quang Ninh, like many other localities, is undertaking a major national revolution, focusing on reforming the two-tiered local government organizational model; a revolution in economic and institutional management, aiming for a streamlined, efficient, and modernized state administration. However, some legal documents (decrees, circulars) are not consistent or synchronized with the Law on Organization of Local Government No. 72/2025/QH15 dated June 16, 2025, regarding jurisdiction; some documents and regulations have not been promptly adjusted or supplemented to suit the two-tiered local government model, leading to difficulties and confusion for localities in implementation... This has resulted in some local targets and objectives not being met as planned.
Despite facing both objective and subjective challenges, the province's estimated economic growth rate of nearly 12% in 2025 clearly demonstrates the efforts and endeavors of the entire provincial political system. This growth figure also represents the highest growth rate ever achieved by Quang Ninh, affirming a strong resurgence and the right direction for creating a new breakthrough in the coming year.
