The Farmers' Association of Phu Dong commune joins forces to eradicate poverty.

Thanks to the proactive and decisive efforts of the Phu Dong Commune Farmers' Association, preferential loans from the Farmers' Support Fund at all levels, and the Social Policy Bank, combined with science and technology transfer programs, farmers in Phu Dong have boldly transformed inefficient rice fields into concentrated agricultural production areas, yielding high economic efficiency and helping many farming households escape near-poverty; at the same time, affirming the strong development of this heritage region in the heart of the capital city.

A solid foundation to support members in their advancement.

The transformation of Phu Dong is not the isolated story of a few outstanding farmers, but the result of a persistent and thorough organizational and support process from the commune's Farmers' Association. According to Nguyen Trong Tinh, Chairman of the Phu Dong Commune Farmers' Association: The Association has always clearly identified capital and technical support as the "key" to exploiting land potential and inspiring the aspirations of its farmer members to rise up and legitimately become wealthy. Through this, the Association has played a reliable role as a bridge between farmers and preferential capital sources.

By the end of 2025, the total outstanding loans from various sources managed by the Farmers' Association of the commune reached 15.2 billion VND, including capital from the Farmers' Support Fund and the Social Policy Bank. The stability and growth of these capital sources are a guarantee of the organization's prestige. In 2025, the Association facilitated loans for 205 farming households from the city's Farmers' Support Fund and the commune's Farmers' Support Fund, with each household receiving loans ranging from 50 to 100 million VND to implement economic development models.

Preferential capital is not being scattered but is being concentrated on highly feasible projects that align with the development orientation of ecological urban agriculture. Typical examples include Ms. Le Thi Hanh in Phu Dong 1 village, who implemented a model of producing and selling multicolored bougainvillea; preferential capital helped her purchase more seedlings, expand the grafting area, and buy organic fertilizers; Mr. Pham Xuan Thanh in Phu Dong 2 village borrowed preferential capital to implement a bio-secure poultry farming model, building enclosed barns, purchasing Lac Thuy chicken breeds, and an automatic feeding system; and Mr. Hoang Van Son in Phu Dong 3 village, who provides agricultural services and supplies, purchasing additional machinery and equipment for land preparation and transporting ornamental plants for the craft village…

All loan projects are thoroughly evaluated by the City and Commune Farmers' Associations, ensuring effectiveness and repayment capacity, thereby creating a strong impetus for farmers to transform from small-scale production to commercial-scale production, helping to generate higher incomes for farmers.

Supporting those in need.

Since 2020, Phu Dong commune has had no poor households, only a few near-poor households. According to Nguyen Trong Tinh, Chairman of the Phu Dong Commune Farmers' Association, loans are not only a tool for wealth creation, but also a humane "lever" to help those in difficult circumstances rise in life. The spirit of solidarity and mutual assistance in wealth creation is clearly demonstrated through the fact that successful production and business households have supported near-poor households with capital, seeds, livestock, and valuable experience, thereby helping them escape near-poverty and improve their lives.

A typical example is Mr. Nguyen Van Cuong in Cong Dinh 3 village. After receiving advice and loan support from the Association to develop a model for growing edible and medicinal mushrooms, his family's income has tripled compared to rice farming. "The most valuable thing is not just the capital, but the encouragement and cultivation techniques learned from the Association's training courses. Thanks to the Association's support, my family has escaped near-poverty. Now, with the mushroom farming model developing stably, I can provide for my children and have savings," Mr. Cuong emotionally expressed.

In parallel with livelihood support, the Phu Dong Commune Farmers' Association also coordinated the construction and repair of two "Farmers' Shelters," contributing to ensuring social security so that farmer members' families have sufficient material and spiritual conditions to engage in economic activities.

Along with material support, the Phu Dong Commune Farmers' Association actively coordinates and organizes training courses, guidance, and technology transfer to its members. In 2025, 4,000 farmer members in the commune participated in technology training courses. The training focused on key areas such as: techniques for growing bougainvillea bonsai, biosafety in livestock farming, and production processes for OCOP (One Commune One Product) certified products. The training courses were not limited to theory but were also held in model gardens, combined with 8 study tours to successful models, helping farmers in the commune quickly absorb and apply the knowledge to practice.

The active support of the Farmers' Association for its members has created a breakthrough in the formation and development of concentrated economic models in Phu Dong commune, with the Phu Dong bougainvillea and ornamental plant village being the most prominent example. Thanks to the right direction and support in capital and technology, Phu Dong farmers have converted inefficient rice fields to high-value crops, including nearly 90 hectares of bougainvillea and ornamental plants. The craft village, concentrated in Phu Dong 1, 2, and 3 hamlets, has become a major bougainvillea production center of the capital city.

Local farmers have elevated the bougainvillea plant by applying multi-colored grafting techniques and shaping the plants into bonsai. This sophistication and uniqueness have increased the product's value many times over. It is estimated that, after deducting expenses, revenue from bougainvillea and bonsai brings in tens of billions of VND per year for Phù Đổng.

To enhance competitiveness, the Phu Dong Commune Farmers' Association has actively promoted the establishment of collective production organizations. In 2025, the Association launched 10 new professional farmers' groups. Members regularly share experiences, from breeding and grafting to market research… This collaboration has created synergy, helping Phu Dong's bougainvillea products gain a brand and stable market.

For example, Mr. Le Thanh Cao in Phu Dong 2 village, thanks to applying grafting techniques shared from the association and accessing preferential loans to invest in greenhouses, his bougainvillea model consistently leads in quality and design. He has created many high-value bonsai products, generating hundreds of millions of dong in revenue each year, serving as a shining example for the "Farmers competing in excellent production and business" movement.

Along with Mr. Cao, there are many other exemplary farming households such as Mr. Nguyen Ba Ngoi - a pioneer in establishing the craft village since the 1980s, who has contributed to making Phu Dong a destination for agriculture, even recognized as a tourist destination of the city; or the families of Mr. Duong Truong Son in Phu Dong 1 village and Mr. Tran Dinh Huy in Phu Dong 3 village who grow and sell thousands of bougainvillea plants every year…

The strong development of these economic models has led to enthusiastic participation of members in the emulation movement. By 2025, the entire Association will have 4,713 outstanding farmer members engaged in production and business, with many members becoming directors of cooperatives and small enterprises.

In particular, to support farmers in production development, the Association has provided 30 tons of phosphate fertilizer to its members for agricultural production; coordinated production and product consumption with ORION Company and the Institute of Biology under the Vietnam Academy of Agriculture to donate one agricultural machine to Yen Vien Agricultural Service Cooperative, worth 750 million VND, to serve the people in land preparation and potato harvesting to develop the agricultural economy; and continued to maintain and implement the model of production and consumption linkage for Atlantic potatoes, which has been implemented in the area from 2022 to the present, with a projected winter crop of 50 hectares of Atlantic potatoes in 2025, yielding an average income of 90 million VND/ha.

These successes clearly demonstrate that when farmers are equipped with sufficient capital and knowledge, they can be self-reliant, develop sustainable production, become prosperous, and contribute to building a more civilized and modern Phu Dong commune.
