Promote OCOP products to consumers

Reporter (PV): Building successful OCOP products is difficult, maintaining quality and promoting economic value is much more difficult. What has Hanoi done to control the quality and promote the economic efficiency of these products, sir?

Mr. Nguyen Van Chi: In order to maintain and promote certified OCOP products, the City People's Committee issued Decision No. 2537/QD-UBND dated July 20, 2022 on the establishment of interdisciplinary inspection and supervision teams for OCOP products in the city until the end of 2025.

Every year, the city assigns the Department of Agriculture and Rural Development (now the Department of Agriculture and Environment) to preside over and coordinate with relevant departments, branches and People's Committees of districts, towns to effectively implement the inspection and supervision of certified OCOP products circulating on the market. The inspection focuses on maintaining and developing certified OCOP products, compliance with regulations on product quality and food safety, use of packaging, stamps, labels, environmental protection and other State regulations related to criteria for evaluating and classifying OCOP products. During the inspection process, the competent authorities will randomly take samples for analysis, quality assessment, and detection of prohibited substances, pesticide residues or active ingredients harmful to human health in the product exceeding the permitted level. If the subject violates to the extent that it must be handled, it will propose to the competent authority to handle it according to the provisions of law. In 2024 and 2025, we have been focusing on supporting entities to participate in evaluating 5-star OCOP products.

Reporter: Developing agricultural tourism will contribute to the consumption and promotion of OCOP products. What plans does Hanoi have to exploit and promote the advantages and potential of rural tourism associated with traditional craft villages, sir?

Mr. Nguyen Van Chi: Hanoi identifies the implementation of the OCOP Program as an important task, of great significance in the development of rural industries, aiming to arouse the potential and advantages of rural areas, and increase people's income. Implementing Plan No. 73/KH-UBND dated March 4, 2022 of the Hanoi People's Committee on developing agricultural and rural tourism economy associated with new rural construction in the city for the period 2022-2025, the Office of the New Rural Construction Program Coordination and the Department of Agriculture and Environment of the city coordinate with the Department of Tourism to advise and deploy propaganda and training on knowledge of building and connecting agricultural and rural tourism products and building profiles of community tourism products, ecotourism and tourist destinations. As a result, the city has now had two OCOP tourism products, namely: Green Park tourist site, Phu Dong commune, Gia Lam district and Hong Van rural tourism service site, Hong Van commune, Thuong Tin district. Up to now, these two tourist sites have been operating very effectively, with a stable number of visitors and an increasing trend.

At OCOP tourist sites, there are places to display, introduce and sell traditional products and OCOP products. Other tourist sites in the city that have not been certified as OCOP tourism also sell a variety of OCOP products, which are highly appreciated by tourists. To effectively integrate, the city has issued a Plan to develop creative design centers, introduce, promote and sell OCOP products, and craft villages associated with tourism in districts and towns in the area.

PV: The city currently has about 3,000 OCOP products, the largest number in the country. What will Hanoi do to support OCOP entities in promoting and consuming their products?

Mr. Nguyen Van Chi: Hanoi City has identified trade promotion as the key to implementing the OCOP Program more effectively. Recently, the Department of Agriculture and Environment has advised the City People's Committee to integrate funding sources to carry out communication work on the OCOP Program, integrate the OCOP Program with the new rural development program, promote and introduce craft village products, handicrafts and OCOP products.

After granting OCOP product certification, the city has always paid attention to organizing events, fairs, seminars to connect trade, and display products to promote and promote trade, helping entities introduce OCOP products to consumers. The Office of the City's New Rural Development Program Coordination has advised the City People's Committee to organize events to announce the decision to recognize the city's OCOP products, combining display, promotion, and connection of trade of OCOP products, such as: Hanoi Agricultural Products and Craft Village Festival; Hanoi OCOP Specialty Livestream Festival"... Along with that, the city also organized a working group to introduce OCOP products at trade promotion programs at home and abroad. The city has opened and put into operation 105 points to introduce and promote OCOP products to serve consumers in districts, towns, and cities. Thanks to that, Hanoi OCOP products have been widely recognized and used by consumers.
