The province's total public investment capital plan for 2025 is VND 5,329,083 billion, of which local budget capital is VND 4,108,930 billion and central budget capital is VND 1,220,153 billion.
As of May 31, 2025, disbursement was about VND 1,407 billion, equal to 26.4% of the assigned capital plan, of which the local budget disbursed about VND 1,039 billion (25.3%), the central budget was estimated at about VND 368 billion (30.1%).
Currently, some key projects in Quang Ngai province invested by the Quang Ngai Provincial Traffic Construction Investment Project Management Board are slow to disburse for many reasons. For example, the Dung Quat - Sa Huynh coastal road project, Hoang Sa - Doc Soi road, Thach Bich - Tinh Phong road...
Explaining the issue of slow disbursement of projects, Director of the Quang Ngai Province Traffic Construction Investment Project Management Board Ngo Van Dung said that the reason was due to the slow compensation and site clearance work. The investor and the construction unit could not speed up the progress.
It is known that the Hoang Sa - Doc Soi Road Project is one of the key traffic projects of the province, with a total route length of 26.88 km and a total investment of 3,500 billion VND.
The project is expected to be completed and put into operation in 2027, forming an important vertical traffic axis, connecting quickly and conveniently from Chu Lai airport, Dung Quat Economic Zone to Quang Ngai city and southern localities. The project creates a key economic development corridor, acting as a driving force to attract investment and effectively exploit the economic development potential for the eastern areas of Binh Son, Son Tinh districts and Quang Ngai city. However, up to now, more than 1 year since the groundbreaking date, the project still has no construction site.
Similarly, the road project connecting Thach Bich bridge to Tinh Phong has a total route length of more than 6.1 km, a total investment of more than 694 billion VND, and an implementation period from 2019 to 2025. Up to now, only 3.57 km of the construction site has been handed over to the contractor, with an implementation value of 191.5/408.9 billion VND, equivalent to 46.8% of the contract value.
Mr. Dung also affirmed that for the Hoang Sa - Doc Soi road projects, the downstream dam of Tra Khuc river, the Dung Quat - Sa Huynh coastal road including IIa, IIb, by about June 10, the locality has approved many compensation plans, and the construction site is ready, so the plan this June will be disbursed according to plan.
Chairman of Quang Ngai Provincial People's Committee Nguyen Hoang Giang said that in order to increase state budget revenue in the second quarter and the whole year of 2025, contributing to economic growth of 9.1% in the second quarter and 8.5% for the whole year of 2025, departments, branches and localities need to synchronously implement solutions to remove difficulties for businesses and investors.
Therefore, the Chairman of the Provincial People's Committee requested the Provincial Land Fund Development Center and the Provincial Traffic Construction Investment Project Management Board to focus on compensation, site clearance, speed up construction progress and disbursement of key projects of the province.
