According to the report of the Department of Construction, in the period of 2020-2025, the whole province completed the provincial planning, district construction planning, general urban planning (cities, towns, townships), the coverage rate of urban subdivision planning in cities and towns reached over 90%, higher than the national average. The approved planning projects are basically of good quality, meeting management requirements and attracting investment. In particular, the planning projects not only focus on technical factors, but also pay attention to urban renovation, upgrading, enhancing aesthetics, friendliness and connection between living space and the community.
It is worth noting that although the land fund for urban construction in localities is still very limited, the province has reserved land in core areas, including the center of Ha Long City (old) with an area of over 13 hectares to build Ha Long Flower Park. Since 2017, after putting Ha Long Flower Park into operation, it has become a place for sports practice, entertainment and relaxation not only for local people but also an attractive destination for tourists when coming to Ha Long Bay.

Typically: At the end of 2024, the People's Committee of the old Ha Long City deployed a group of infrastructure projects to create landscapes on the surface of the ditches on Hai Ha Street, Hai Thinh Street, and Hai Loc Street with a total investment of nearly 20 billion VND. Previously, these ditches were often polluted, locally flooded during the rainy season and seriously affected people's lives. After being renovated in an open direction, building flower beds, planting trees, a system of cement concrete walkways combined with painting the road surface, parking lots, installing an electric lighting system using LED lights and a mushroom light system to illuminate the path at the landscape lighting... has created a new look for this area.

Along with the renovation of the canals, the Project of Square, trees and technical infrastructure of Bai Tho Mountain Cultural Area - Expansion, restoration and embellishment of Duc Ong Tran Quoc Nghien Temple (Hong Gai Ward) has also become an important highlight in the urban development strategy associated with culture, tourism and community life of the people in the province. Previously, the area around the temple was quite narrow, lacking auxiliary items for community activities and tourists. After the renovation, the relic space was expanded with a system of yards, walking paths, trees, public activity areas... creating a harmonious and solemn landscape that is still close to daily life. At the same time, promoting the historical value of the Bai Tho Mountain relic complex, creating a highlight for the landscape of the area, creating a tourist attraction, spiritual culture for people and visitors from all directions; contributing to connecting the coastal spiritual cultural tourism route of Ha Long - Cua Luc, increasing the value of sustainable tourism exploitation. This is the right direction for the province and locality in integrating heritage into urban beautification, not only preserving but also "reviving" the value of relics in contemporary life.
Not only stopping at developing transport infrastructure or expanding urban space, the renovation work is being transformed in the direction of focusing on people, focusing on public space, and taking harmony and sustainability as orientation. The province and localities are gradually improving the quality of life by investing heavily in cultural institutions, green parks, and community living spaces in new urban areas and paying special attention to renovating, renovating, preventing flooding and environmental pollution risks for old residential areas.
