In the heroic historical flow of the nation, 80 years since the founding of the country and nearly 40 years of implementing the renovation process, our country has achieved great, comprehensive, and historically significant achievements.

The nation’s foundation, potential, position and prestige have never been as firmly established as they are today. This is the result of the Party’s wise leadership, the consensus of the entire nation and is an important foundation for the country to enter a new era of development - the era of national growth.

Contributing to the common achievements of the Party and the nation, in the 2020-2025 term, Quang Ninh, despite having to suffer many impacts from complicated developments in the world, regional and domestic situation, especially the Covid-19 pandemic, the historic storm No. 3 (Yagi) which severely affected the socio-economy and people's lives, the province has promoted the tradition of solidarity, unity of will and action, the spirit of self-reliance, cultural values, human strength, focused on leadership, direction, mobilizing the combined strength of the entire political system, persevering, making efforts, and determined to overcome difficulties and challenges; maintaining political-economic-social stability, maintaining solidarity, unity of will and action; maintaining the trust of people, businesses, cadres and party members; maintain a peaceful , friendly, stable, cooperative, and developing border and achieve outstanding, important, and comprehensive achievements in politics, economics, culture, society, national defense, and security.

The work of building and rectifying the Party and the political system has been promoted comprehensively, synchronously, and drastically in terms of politics, ideology, ethics, organization, and cadres. The province has focused on directing the successful implementation of the resolutions of the Central Committee and the Provincial Party Committee; well performed the tasks of arranging the organization and apparatus, building a contingent of cadres, and building strong grassroots party organizations; and has had many new models, good and effective practices in Party building work.

In the socio-economic field, the province has completed and exceeded basic targets, the economic growth rate for the 5 years 2021-2025 is estimated to increase by an average of 10.4%/year, 1.7 times higher than the national average. The economic scale in this period increased rapidly, estimated to reach 395,000 billion VND in 2025, 1.9 times higher than in 2020. The economic structure shifted positively towards sustainability, the proportion of the industrial, construction and service sectors, and product taxes increased from 93.4% in 2020 to an estimated 95.9% in 2025. The total state budget revenue in the area is always among the top localities in the country, in the 2021-2025 period it is estimated to reach more than 274,000 billion VND, 1.3 times higher than in the 2016-2020 period, an increase of 3.1%/year, always among the top localities in the country.

Quang Ninh is the only province to have led the provincial competitiveness index and the indexes of integrity, creativity, and service for many consecutive years. The socio-economic infrastructure system, especially the transport infrastructure, has been invested in a systematic, synchronous, and modern way. The quality of healthcare and education has been improved; the material and spiritual life of the people has been significantly cared for and improved. The average GRDP per capita in 2025 is estimated to reach more than 11,000 USD, 2.3 times higher than the national average. Quang Ninh has completed the new rural construction program early at all three levels and reached the finish line 3 years ahead of schedule for the national target program on sustainable poverty reduction for the period 2021-2025; completed the elimination of 100% of temporary and newly-emerged dilapidated houses; there are no more poor or near-poor households according to the poverty standards of the Central Government and the province. National defense, security, border and island sovereignty are maintained, social order and safety are ensured.

With the determination and high consensus of the people and the entire political system, Quang Ninh province has effectively implemented the "revolution" of organizational restructuring to build a modern, streamlined, effective, efficient, and people-friendly administration, best serving the people and businesses. The province has reorganized 171 commune-level administrative units into 54 new administrative units, including 2 special economic zones. From July 1, 2025, along with the whole country, Quang Ninh province officially deployed the two-level local government model; after nearly three months of operation, the new model in 54 communes, wards, and special economic zones has maintained smooth and effective operations, creating new trust and momentum among the people.

Quang Ninh is the only province that has been leading for many consecutive years in the provincial competitiveness index and the indexes of government integrity, innovation, and service action.

The achievements that Quang Ninh has attained reflect the strong vitality of a locality that dares to innovate and break through. These achievements are the result of the combined will, leadership capacity, social consensus, solidarity and high sense of responsibility of the entire political system and people of the province.

First of all, it is the result of actively innovating leadership methods, improving social governance capacity, adapting to changes, and developing rapidly. The province is determined and persistent in implementing measures to improve the quality of economic growth; transforming the development method from "brown" to "green"; enhancing the effectiveness and efficiency of state management in all fields; closely following and promoting the implementation of three strategic breakthroughs with focus and key points; promoting administrative reform, improving the investment and business environment.

Quang Ninh always focuses on closely combining economic development with cultural and human development, building a culture rich in Quang Ninh identity. Upholding the spirit of self-reliance, self-strengthening, cultural identity, and people of Quang Ninh; arousing and promoting the potentials, advantages, historical, cultural values, and people of Quang Ninh with the tradition of "discipline and unity" into resources and driving forces directly serving socio-economic development.

The province has also clearly demonstrated its active, proactive, and creative role in closely combining rapid and sustainable socio-economic development with firmly ensuring national defense and security; maintaining political stability, order, social safety, and national border sovereignty; promoting effective foreign affairs activities, contributing to preserving a peaceful and stable environment for development.

And more importantly, that achievement stems from trust and social consensus. Quang Ninh has promoted the tradition of "discipline and unity", taking the people as the center and subject, closely linked with the sense of responsibility and companionship of the team of cadres, party members, and business community to create a foundation for rapid and sustainable development of the province.

It can be affirmed that Quang Ninh today has risen to become one of the leading provinces in the innovation of the Northern Delta, a growth pole of the northern region, increasingly shaping a rich, civilized and modern Quang Ninh. This is a solid foundation for the province to enter a new stage of development with a confident, proactive mindset and a desire to break through even more strongly.

These achievements are even more significant when placed in the context of the world undergoing profound epochal changes, with opportunities, advantages, difficulties and challenges intertwined. Our country is entering a new stage of development, implementing many revolutionary strategic decisions, placing higher demands on thinking, action and organizational capacity. This is a turning point of historical significance for the cause of national construction and development, firmly defending the Fatherland in the era of strong growth of the Vietnamese people.

Faced with the requirements of the new era, the 16th Congress of the Quang Ninh Provincial Party Committee for the 2025-2030 term will be an important political milestone, opening up visions, aspirations and goals for a new development period. Thoroughly grasping and creatively applying the guiding ideology and strategic viewpoints in the spirit of the documents submitted to the 14th National Party Congress; based on the practical situation of the country and the specific characteristics of the locality, the Party Committee, government and people of Quang Ninh province clearly define the development motto: Taking socio-economic development and environmental protection as the center; Party building as the key; cultural and human development as the foundation; strengthening national defense and security and promoting foreign affairs and international integration as important and regular tasks. At the same time, promote political determination to promote the cause of building, protecting and developing Quang Ninh province with the goal of: Building Quang Ninh into a rich, civilized, modern, happy city, becoming a centrally-run city before 2030, and by 2045 becoming a large urban area of ​​regional and international stature, one of the important economic locomotives of the country, confident, steadfast, and moving forward in the new era of development. To achieve the above goal, the entire Party Committee, government and people of all ethnic groups in Quang Ninh will focus on the following key tasks:

Firstly , continue to promote the building and rectification of the Party and a clean and strong political system in all aspects; innovate methods and improve the leadership capacity and fighting strength of Party committees at all levels to meet the requirements of the political system's organizational model. Restructure, improve the quality and arrange the contingent of cadres, civil servants and public employees to meet the requirements of the tasks; deploy solutions for training, fostering, attracting, promoting and retaining talents. Promote decentralization and authorization in conjunction with strengthening inspection, supervision and control of power.

Second , maintain high and stable economic growth momentum in the long term; take breakthroughs in science, technology and innovation, digital transformation as the main driving force for development and create strong breakthroughs in productivity, quality, efficiency, adaptability, resilience and competitiveness of the local economy. Plan and reorganize the province's development space; strengthen regional and intra-regional linkages in accordance with the two-level local government model. Promote green transformation, energy transformation, promote the development of circular economy, digital economy, urban economy, and build a digital society. Restructure industry towards modernization, prioritizing the development of foundational industries, emerging industries, green, clean, high-tech processing and manufacturing industries, renewable energy, and new energy. Breakthrough development of marine economic sectors, forming multi-sector marine economic clusters. Develop ecological agriculture, civilized farmers, and modern countryside. Manage and use resources economically and effectively, prevent waste of resources, strengthen environmental protection, proactively respond to climate change, prevent and mitigate natural disasters.

Third , focus on promoting the implementation of three strategic breakthroughs according to the Central Government's orientation. Continue to perfect the synchronous, modern, multi-modal infrastructure system, especially the infrastructure of economic zones, industrial parks, industrial clusters, and seaports. Promote the development of high-quality human resources associated with increasing the size and quality of the population. Promote administrative reform, create breakthroughs in improving the favorable, open, transparent, and stable investment and business environment, build an honest, creative, active government serving the people and businesses. Strongly developing the private economy is truly the most important driving force along with other economic sectors to develop the local economy.

Fourth , develop culture and people, build a culture rich in Quang Ninh identity, preserve and promote heritage values, develop heritage economy. Quickly narrow the gap between rich and poor and regional disparities; improve the quality of education, training and health services, ensure comprehensive development of people's lives. Continue to innovate social management methods and governance for sustainable social development.

Fifth , firmly ensure national defense and security; maintain political stability, order, social security, and national sovereignty; build a peaceful, stable, friendly, cooperative, and developed border; build a society of order, discipline, security, safety, and civilization. Promote the synchronous and effective implementation of foreign affairs and international integration activities. Strengthen regional connectivity in a substantive and effective manner; proactively and actively participate in economic corridors.

The above goals and tasks are very heavy but also extremely honorable and glorious. Faced with the new momentum of the whole country and great opportunities and chances, the Party Committee, government and people of all ethnic groups in Quang Ninh province will continue and promote the heroic historical and cultural traditions of the homeland, the rich revolutionary tradition, strongly arouse the spirit of patriotism, the will to be self-reliant, self-reliant, and the aspiration to rise up; determined to create the future with innovative thinking, rise up with the strength of great solidarity, gradually realize the goal of becoming a rich, strong, civilized, modern, and happy province, becoming a city directly under the Central Government before 2030, becoming a large urban area of ​​regional and international stature by 2045; aiming at the goal chosen by the glorious Party and beloved President Ho Chi Minh, which is: The people's lives are increasingly free, prosperous and happy; the country is forever independent, prosperous and powerful.
