It is forecasted that around the evening to night of September 28, storm Bualoi (storm No. 10) will make landfall in the Nghe An - Northern Quang Tri region and may cause multiple natural disasters such as strong winds, heavy rains, floods, flash floods, landslides, and coastal flooding.

According to the National Center for Hydro-Meteorological Forecasting at 12 noon on September 27, the center of storm Bualoi was about 300km southeast of Hoang Sa special zone, about 680km east southeast of Da Nang . The strongest wind speed is level 11-12 (103-133km/h), gusting to level 15.

Currently, storm Bualoi is moving very fast in the west-northwest direction, at a speed of about 35km/h.

It is forecasted that around the morning of September 28, the storm will move into the central sea area and its intensity will likely increase.

At 10am on September 28, the storm center was in the southern sea of ​​Quang Tri - Quang Ngai, about 120km east-northeast of Hue City. The storm intensity was currently at level 12-13 (118-149km/h), gusting to level 16.

Around evening to night of September 28, storm Bualoi is likely to make landfall in the Nghe An, Ha Tinh and northern Quang Tri regions with strong winds reaching level 10-12 (89-133km/h), gusting to level 14.

Storm Bualoi's circulation is wide and strong winds directly affect coastal provinces and cities in the Northeast, and North Central provinces from Thanh Hoa to Hue.

"This is a very strong storm, with strong winds on land forecast to be equivalent to or greater than storm No. 5 (Kajiki) in 2025 that made landfall in Ha Tinh and Nghe An at the end of August (storm No. 5 caused strong winds of level 8-10, gusting to level 12)" - Vietnam's meteorological agency assessed and warned that the storm could cause a combined impact of many types of natural disasters such as strong winds, heavy rains, floods, flash floods, landslides and coastal flooding.

This morning, the National Center for Hydro-Meteorological Forecasting issued a level 4 natural disaster risk warning (very high risk) for coastal mainland areas from Nghe An to northern Quang Tri.

Complete evacuation before 3:00 p.m. September 28

On the morning of September 27, the Ministry of Agriculture and Environment continued to issue a telegram requesting provinces from Ninh Binh to Hue to urgently call on ships to return to shore, or escape the storm's path and complete the sea ban before 5:00 p.m. this afternoon.

Organize and arrange for boats to be anchored at shelters, evacuate people on boats, cages, aquaculture huts, coastal areas, low-lying areas, and areas at high risk of deep flooding to safe places and complete before 3:00 p.m. tomorrow.

Prepare forces, supplies, and equipment in critical areas to handle situations immediately according to the "four on-the-spot" principle. Particular attention should be paid to preventing disruptions to transportation, and ensuring there are no shortages of food, water, or essential supplies during the response to the storm and subsequent flooding.

Directing reservoir owners and relevant agencies to urgently operate water discharge to reserve capacity to receive floods according to regulations, especially reservoirs in the Ma and Ca river basins, and organizing forces and means to be ready to regulate and ensure safety of works and downstream areas in all situations.

Immediately deploy forces and equipment to ensure smooth communication and command before, during and after storms and floods, with special attention paid to mountainous areas at high risk of isolation.

Urgent call for 143 fishing boats to return to shore or avoid the storm

According to the report of the Border Guard's Civil Defense, Disaster Prevention and Search and Rescue Command, as of 6:00 a.m. this morning, there were 143 ships/1,335 people operating in the central East Sea area, including Hoang Sa special zone (Da Nang 39 ships/323 workers; Quang Ngai 69 ships/767 workers; Gia Lai 35 ships/245 workers).

The Ministry of Agriculture and Environment requested the People's Committees of Da Nang, Quang Ngai and Gia Lai provinces and cities to urgently mobilize all forces and means to call on and guide boats to avoid the storm or take coercive measures to bring the above-mentioned boats to shore for anchoring.
