Continuing the 7th Session, on the morning of May 25, at the National Assembly House, after listening to a summary report and watching a clip on the results of monitoring the implementation of Resolution No. 43/2022/QH15 dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support the Socio -Economic Recovery and Development Program and the National Assembly's resolutions on a number of important national projects until the end of 2023, the National Assembly discussed this content.

Chairing the discussion session, Vice Chairman of the National Assembly Nguyen Duc Hai asked National Assembly deputies to focus on discussing the contents stated in the monitoring report and focus on a number of issues: Meeting the objectives and requirements of the monitoring; the current status of the implementation of Resolution No. 43 on fiscal and monetary policies, supporting the Socio-Economic Recovery and Development Program and the National Assembly's resolutions on a number of important national projects; achieved results, shortcomings, limitations and causes, responsibilities in implementing the resolutions; the suitability and feasibility of short-term and long-term solutions in the monitoring report and draft resolutions submitted to the National Assembly.

Participating in the discussion, delegate Nguyen Thi Thu Dung, National Assembly Delegation of Thai Binh province, assessed that the issuance of fiscal and monetary policies to support the Socio-Economic Recovery and Development Program under Resolution No. 43 was a correct and timely decision with many creative innovations. The Resolution allows the use of a huge resource with many unprecedented policies that have brought about positive effects, contributing significantly to ensuring social security, maintaining macroeconomic stability, supporting people and businesses to overcome difficulties, recover and develop the socio-economy after the pandemic. The implemented policies have had a positive impact, contributing to removing difficulties, promoting economic recovery, and making important contributions to socio-economic results from 2022 to present.
However, according to the delegate, through the actual implementation as well as the study of the report and the attached appendix, it is also shown that, in addition to the positive results, the promulgation and organization of the implementation of Resolution No. 43 still have shortcomings and limitations. Notably, the promulgation of legal documents is still slow. For example: The policy on housing rent for workers in industrial parks, export processing zones, and key economic zones, Decision No. 08/2022 of the Prime Minister issued on March 28, 2022 stipulates that the policy will be implemented until August 15, 2022, with only 4.5 months for implementation, which is very urgent and has many difficulties. Meanwhile, in some localities, the beneficiaries of this policy are up to hundreds of thousands of people, requiring time to receive documents, appraise, approve, and resolve. Therefore, there are still many workers who are eligible for the policy but have expired and are not eligible. In addition, some localities have issued additional conditions for eligibility and additional documents for policy application, creating additional administrative procedures, causing difficulties for workers and making them reluctant to apply for the policy. Along with that, there is a situation where specific guidance documents for some policies have unclear and inconsistent regulations, leading to slow progress, low disbursement rates, and some policies have not achieved their set goals.
To further promote the purpose and significance of the program, avoid scattered and unsynchronized investment to ensure the effectiveness of investment resources according to Resolution No. 43, delegates proposed that the Government direct the review and adjustment of capital sources to create conditions for projects to continue to receive synchronous investment in both facilities and equipment to put into operation soon. Only when receiving attention to synchronous investment, can the program's projects be effectively promoted in practice.
Delegate Nguyen Van Than, National Assembly Delegation of Thai Binh province, participated in the discussion and expressed his agreement with the assessment of the Thematic Supervision Delegation on Resolution No. 43. Regarding the achievements of the Government, the delegate proposed to add more information about the results of foreign affairs activities to the content of the Report, because this is a bright spot during the Covid epidemic period that the world also highly appreciates our country. Along with that, during this period, enterprises have sponsored and all types of enterprises have contributed (including individual business households), this needs to be added to the report and properly evaluated, thereby encouraging the contributions of enterprises. In addition, the delegate proposed to acknowledge the efforts and results of the State Bank of Vietnam in reducing interest rates, extending debt, and removing difficulties for enterprises; proposed that the National Assembly and the Government study the situation of fear of responsibility and why they are afraid of responsibility; shirking responsibility; It is recommended that timely documents and policies be issued, the situation of slow issuance of documents should be immediately overcome, and there should be clear assessments (such as reprimands, rewards, etc.) for this issue.
In the afternoon, the National Assembly discussed in groups the investment policy for the project to build the North-South Expressway in the West, Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc) section and adjusted the investment policy for the national target program on socio-economic development in ethnic minority and mountainous areas for the 2021-2030 period.
