Continuing the 10th Session, on the afternoon of October 22, the National Assembly worked in groups, discussing the draft Law on amending and supplementing a number of articles of the Law on Education ; the draft Law on Higher Education (amended); and the draft Law on Vocational Education (amended).
Discussing in groups, the majority of delegates agreed that the three draft laws have a close relationship and are being developed synchronously to promptly institutionalize the Party's major policies and orientations, especially Resolution No. 71-NQ/TW of the Politburo dated August 22, 2025 on breakthroughs in education and training development, along with key resolutions on science and technology, innovation, digital transformation, international cooperation, private economic development and innovation in law making and enforcement.
Delegates said that this is a necessary step to remove "bottlenecks" in the field of education and training; enhance the autonomy of educational institutions in association with ensuring quality, effectiveness and efficiency, while meeting new requirements on decentralization, administrative procedure reform, streamlining the apparatus and implementing a two-level local government model.
Contributing opinions at the discussion group on the draft Law amending and supplementing a number of articles of the Law on Education, delegate Tran Thi Quynh ( Ninh Binh ) stated that in Clause 3, Article 1, amending and supplementing Article 12, it is stipulated: "Diplomas of the national education system are documents in paper, electronic or digital form...". According to the delegate, this is a very modern regulation and is consistent with the digital transformation trend, facilitating management and verification.
However, delegate Tran Thi Quynh said that for this issue, there needs to be clear regulations on the legal value, security and anti-counterfeiting of digital electronic diplomas, as well as a mechanism for managing national data diplomas to ensure safety and transparency.
Therefore, delegates proposed to add a regulation: The Ministry of Education and Training is responsible for building, managing and operating the national database on electronic diplomas and certificates.
In addition, in Clause 4, Article 1 of the draft Law amending and supplementing Clause 1 and adding Clause 5, Article 14, at Point a, Clause 4, it is stipulated: “Primary education and lower secondary education are compulsory education. The State implements universal preschool education for children aged 3, 4 and 5 years old.”
According to the Ninh Binh province delegate, this is an important step forward in universalizing preschool education, however, it is necessary to carefully evaluate the issues of training capacity, facilities, staff and budget. Currently, in terms of facilities, the preschool teaching staff in the locality, especially in remote areas, have not met the needs of receiving 3-4 year old children. If applied uniformly, it will be overloaded and affect the quality as well as put pressure on the budget, so the implementation roadmap should be clearly defined.
Delegates proposed that the Government prescribe a roadmap for universalizing preschool education for children aged 3-5 years old based on the practical conditions of each locality and prioritize implementation in urban areas and areas with sufficient conditions.
In addition, delegates also gave their opinions focusing on the following contents: regulations on compulsory secondary education, universal preschool education for children from 3 to 5 years old; regulations on a unified set of textbooks nationwide; not organizing school councils in public educational institutions...

Appreciating the opinions and contributions of the delegates, Minister of Education and Training Nguyen Kim Son said that the process of building and amending the three laws not only institutionalizes a new spirit of Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthrough in education and training development, but also continues to implement Resolution No. 29-NQ/TW dated November 4, 2013 of the 8th Central Conference, 11th term on fundamental and comprehensive innovation of education and training.
“Another point of view in the process of amending and supplementing the three laws is that we are not only removing bottlenecks, not only resolving existing problems, not only overcoming limitations, but importantly creating and paving the way for development,” the Minister emphasized.
In particular, the spirit of the Politburo's viewpoints and directions is to promote the development of educational institutions at a faster and stronger pace, especially higher education and vocational education; strengthen the leadership, direction and orientation role of the State towards the public education system and increase the contribution of the non-public education system./.
