Continuing the 5th Session, on the afternoon of June 24, the National Assembly voted to pass a Resolution on the results of the thematic supervision of "The mobilization, management and use of resources for the prevention and control of the Covid-19 epidemic; the implementation of policies and laws on grassroots health care and preventive medicine".
Accordingly, after listening to the report of the Chairwoman of the National Assembly's Social Committee Nguyen Thuy Anh on the reception, explanation and revision of the above draft Resolution on thematic supervision, the National Assembly voted to pass the Resolution by pressing an electronic button.
The electronic voting results showed that with 475 delegates participating in the vote in favor (accounting for 96.15%), the National Assembly passed the Resolution.

Thus, with the majority of delegates participating in the vote in favor, the National Assembly officially passed the Resolution on thematic supervision of "Mobilization, management and use of resources for Covid-19 prevention and control; implementation of policies and laws on grassroots health care and preventive medicine".
The Resolution passed by the National Assembly consists of 3 Articles. Article 1: Evaluation of the results of mobilizing, managing and using resources for Covid-19 prevention and control; implementation of policies and laws on grassroots health care and preventive medicine; Article 2: Tasks and solutions; and Article 3: Organization of implementation.
Honoring individuals and groups who contributed to the fight against Covid-19
The Resolution stated that by December 31, 2022, the whole country had mobilized about 230 trillion VND directly to serve the work of epidemic prevention and control and implementation of social security policies.
As of December 31, 2022, the budget for Covid-19 prevention and control has been used as follows: Support for people, employees, employers, and business households affected by the Covid-19 epidemic is over 87 trillion VND; spending on regimes and policies for frontline forces and other forces participating in epidemic prevention and control (military, police, medical ...) is 4,487 billion VND.
Covid-19 vaccine purchase is 15,134 billion VND; support for research and testing of Covid-19 vaccine is 4.6 billion VND; purchase of test kits is 2,593 billion VND; purchase of drugs, chemicals, biological products, equipment, medical supplies is 5,291 billion VND...
The resolution clearly states that the National Assembly honors individuals and groups that have contributed intelligence, strength, wealth and material resources to the fight against the Covid-19 pandemic, especially the forces directly performing frontline tasks in the health sector, the armed forces and the forces directly at the grassroots level in the fight against the pandemic.
Regarding the implementation of policies and laws on primary health care and preventive medicine, in the period of 2018-2022, many positive results have continued to be achieved. Primary health care and preventive medicine play an increasingly important role in the cause of protecting, caring for, and improving people's health and contribute significantly to the success of disease prevention and control, especially the Covid-19 epidemic.
The grassroots health network is widely developed throughout the country, 100% of districts, towns, provincial cities, and centrally-run cities have health centers; 99.6% of communes, wards, and towns have health stations; 97.3% of commune health stations meet national criteria on commune health in the 2011-2020 period.
The grassroots medical staff has been gradually strengthened, 92.4% of commune health stations have doctors working; 78.9% of commune health stations have doctors working on a permanent basis; the number of highly qualified medical staff is increasing. In addition, there is active participation of village health workers, village midwives, school health workers, military and civilian health stations, and medical facilities of the armed forces.
Overcoming shortcomings and limitations in management and use of resources to prevent and fight Covid-19 pandemic
In addition to the achieved results, the resolution also stated that the issuance of documents to specify a number of special, exceptional and specific measures stipulated in Resolution No. 30/2021/QH15 was not timely, complete and consistent in some places and at some times, leading to passivity, confusion and lack of synchronization in implementation.
There have been serious violations in research, acceptance, transfer, circulation licensing, price negotiation, production organization, purchase and sale of Covid-19 test kits related to Viet A Technology Joint Stock Company and in organizing flights to bring Vietnamese citizens from abroad back to the country for quarantine at civil facilities, voluntarily paying fees during the Covid-19 pandemic; many officials at the central and local levels and related individuals have been disciplined and criminally prosecuted.

The legal system on primary health care and preventive medicine is not yet synchronous, some documents are slow to be issued and amended; the organizational system is still unstable, has many shortcomings, and is not really effective; the management model of district-level health centers is not unified, and has not yet promoted the role and advantages of private health care and traditional medicine.
Human resources and capacity of primary health care and preventive medicine have not met the requirements of the task in the context of population aging, changing disease patterns and the increase of non-communicable diseases.
The rate of villages and hamlets with medical staff decreased from 97.5% in 2015 to 71% in 2020, of which 28% were untrained. The treatment of medical staff is not satisfactory, not commensurate with the tasks, responsibilities and nature of the work, and does not cover all subjects...
To overcome shortcomings and limitations in the management and use of resources for the prevention and control of the Covid-19 epidemic, perfect and effectively implement policies and laws on grassroots health care and preventive medicine, and ensure timely and effective response when similar epidemics occur, the National Assembly requests the Government and the Prime Minister to direct ministries, branches and localities to thoroughly grasp lessons learned and promptly implement the proposals and recommendations of the Supervisory Delegation such as: Urgently study and submit to the National Assembly to amend, supplement or promulgate the Law on Health Insurance, the Law on Pharmacy, the Law on Prevention and Control of Infectious Diseases, the Law on Medical Equipment, the Law on Food Safety and laws related to grassroots health care, preventive medicine and emergency situations.
Strengthen the capacity to provide primary health care and preventive health services in the direction of: Primary health care ensures full implementation of primary health care functions, medical examination and treatment, disease prevention and control, and health promotion to ensure that all people receive health care in the community.
Preventive medicine continues to focus on implementing tasks of preventing and controlling infectious diseases, non-communicable diseases, diseases of unknown cause, controlling risk factors, improving health, food safety, community nutrition, environmental health and hygiene, school health, health care for workers, the elderly, mothers and children, population, and health education and communication.
The National Assembly assigned the Government to complete submitting to the National Assembly draft laws related to the fields of primary health care, preventive medicine, and emergency situations by 2025 at the latest. At the same time, direct ministries and branches to issue documents guiding the payment and settlement of mobilized funds, revenues, expenditures, and contributions outside the state budget for the prevention and control of the Covid-19 epidemic. Direct the review and guidance on the management and use mechanism of the remaining funds supported by organizations and individuals for medical facilities in the prevention and control of the epidemic according to the provisions of law...
