Regulations on license plate symbols for cars and motorbikes in localities

Circular No. 51/2025/TT-BCA regulates license plate symbols for domestic automobiles, motorbikes and specialized motorbikes from July 1, 2025.

Minister of Public Security Luong Tam Quang signed and issued Circular No. 51/2025/TT-BCA amending and supplementing a number of articles of Circular No. 79/2024/TT-BCA dated November 15, 2024 of the Minister of Public Security regulating the issuance and revocation of vehicle registration certificates, license plates of motor vehicles and specialized motorbikes, which were amended and supplemented in Circular No. 13/2025/TT-BCA dated February 28, 2025 of the Minister of Public Security . The Circular takes effect from July 1, 2025.

In which, the Circular stipulates the license plate symbols of domestic automobiles, motorbikes and specialized motorbikes, as follows:

You can choose to register your vehicle at the Traffic Police Department or the Commune Police.

Also according to the Circular, from July 1, 2025, organizations and individuals who win the auction of vehicle license plates will be able to choose to register and issue the auctioned vehicle license plates at vehicle registration agencies in the province or city where the organization or individual has its headquarters or residence, or at the Traffic Police Department that manages the auctioned vehicle license plates.

Domestic organizations and individuals can choose to register their vehicles at the Traffic Police Department or the Commune, Ward, or Special Zone Police (hereinafter referred to as the Commune-level Police) in the province or city.

Based on the actual situation, nature of the area, facilities, and traffic infrastructure, the Director of the Provincial or City Police Department agrees with the Director of the Traffic Police Department to decide on the organization of registration points of the Traffic Police Department and the registration of specialized cars and motorbikes by the Commune-level Police.
