Latest regulations on class observation, primary school teachers take note

Previously, the price was a common activity at all levels, but there are many new regulations in the regulations related to this issue.


The principal, vice principal, and head of the professional group will notify teachers in advance of class observations so they can prepare. However, there are many cases where leaders will conduct unexpected class observations.

Primary school teachers must have class observations.

The 2019 Education Law and many other current documents have removed specific regulations on class observation activities. Because many teachers believe that class observation activities are just a formality and not effective.

According to the provisions of Point b, Clause 2, Article 21 of the Primary School Regulations issued with Circular 28/2020, only primary school teachers are required to have class observation periods and must use class observation books. According to the above provisions, the teacher's activity management records include:

  • Lesson plan;
  • Notebook for recording professional activities, observing classes and monitoring and evaluating students' learning outcomes;
  • Homeroom book (with homeroom teacher);
  • Team Work Book (with Team Leader).

No specified number of observed periods

Documents related to education do not have any regulations on the number of hours that primary school teachers must observe. Instead, the number of hours that must be observed depends on each school, each teaching condition as well as the necessity of observing.

Teaching hours norms for primary school teachers are stipulated in Article 6, Circular 28/2009 and supplemented by Article 1, Circular 15/2017, specifically:

  • Primary school teacher standard 23 periods/week;
  • Teachers at boarding schools for ethnic minorities; schools and classes for the disabled and handicapped: 21 periods/week;
  • Teachers who are part-time team leaders are divided into 3 cases. Grade I schools teach 2 periods/week, Grade II schools teach 1/3 of the standard teaching period of teachers who do not hold part-time positions, and Grade III schools teach 1/2 of the standard teaching period when not holding part-time positions.

Similarly, the principal's teaching hours/year norm = 2 hours/week x number of weeks for teaching and educational activities according to the regulations on the school year schedule. The vice principal's teaching hours/year norm = 4 hours/week x number of weeks for teaching and educational activities according to the regulations on the school year schedule.
