Effective from today (January 1, 2024), Circular 105/2023/TT-BQP stipulates health standards and health examinations for subjects under the management of the Ministry of National Defense.
Accordingly, Circular 105/2023/TT-BQP stipulates standards and classification of health examinations; health examinations for military service; management and health examinations of reserve soldiers; health examinations for military recruitment. In addition, health examinations for recruitment into the cadre team; training of reserve officers called to active service; recruitment of professional soldiers, workers and defense officials; responsibilities of agencies, organizations and individuals in health examinations for subjects under the management of the Ministry of National Defense.
In which, Article 4 of Circular 105/2023/TT-BQP stipulates health standards.
Specifically, the health standards for performing military service are as follows:
General standards: Meet health level 1, 2, 3 as prescribed in Article 5, Article 6 of Circular 105/2023/TT-BQP;
The Circular also stipulates that citizens addicted to drugs and drug precursors as prescribed in Decree 57/2022/ND-CP stipulating the list of drugs and precursors will not be called for military service.
Specific standards: Some specific health standards in military service selection are prescribed by the Minister of National Defense.
Regarding health standards for military recruitment for regular university, college, and intermediate training; military recruitment for university and college training in basic military fields:
General standards: Meet health level 1, type 2 as prescribed in Article 5, Article 6 of Circular 105/2023/TT-BQP;
Specific standards: Comply with the regulations of the Ministry of National Defense on admission to military schools.
Regarding health standards for recruitment into the cadre team; training reserve officers called into active service:
General standards: Meet health level 1, type 2 as prescribed in Article 5, Article 6 of Circular 105/2023/TT-BQP;
Specific standards: For the position of technical professional in a narrow field, it is difficult to attract human resources for the army as prescribed by the Minister of National Defense.
Regarding health standards for recruiting professional soldiers, workers and defense officials:
General standards: Meet health level 1, 2, 3 as prescribed in Article 5, Article 6 of Circular 105/2023/TT-BQP;
Specific standards: For the recruitment of professional soldiers, workers and defense officials with narrow technical expertise and difficulty in attracting human resources for the army, as prescribed by the Minister of National Defense.
Pursuant to Clause 2, Article 3 of Circular 105/2023/TT-BQP, military service health examination is the examination, classification, and conclusion of health for citizens called up for military service by the Military Service Health Examination Council after preliminary health screening.
Preliminary health screening, health examination, health re-examination and health assessment after January 1, 2024 shall be carried out in accordance with the provisions of Circular 105/2023/TT-BQP.
