The recently announced law amending and supplementing a number of articles of 11 laws on military and national defense, effective from July 1, 2025, amends and supplements a number of articles of the Law on Military Service.
The Ministry of Health, the Ministry of Education and Training, the Ministry of Home Affairs and the Ministry of Culture, Sports and Tourism will have powers and duties in the amended and supplemented Law on Military Service.

The new law amends regulations related to military service registration when changing residence or place of work or study; authority to decide on temporary deferment of military service, exemption from military service and recognition of completion of active military service.
Accordingly, the Chairman of the Provincial People's Committee decides to postpone military service and exempt citizens from military service under Article 41 of the Law on Military Service; the Chairman of the Commune People's Committee decides to call each citizen to military service, and the decision to call for military service must be delivered to the citizen 15 days before the time stated in the decision.
The Ministry of Health directs local health agencies to preside over and coordinate with military agencies at the same level and relevant agencies and units to organize preliminary health screening and military service health examination; coordinate with the Ministry of National Defense to prescribe health standards for performing military service.
The Ministry of Education and Training shall preside over and coordinate with the Ministry of National Defense to direct and guide educational institutions, units, and vocational training establishments under its management to implement the law on military service and conduct training for cadres and technical staff for the army according to the Prime Minister's decision; organize the implementation of vocational training policies for demobilized non-commissioned officers and soldiers according to regulations.
The Ministry of Home Affairs organizes the implementation of employment policies for demobilized non-commissioned officers and soldiers according to regulations.
The Ministry of Culture, Sports and Tourism directs mass media agencies to organize propaganda, dissemination and education of laws on military service.
Health examination results for citizens must be announced within 20 days.
The amended law also stipulates that the Chairman of the People's Committee at the commune level decides to establish a health screening team upon request of the medical facility at the same level; the Chairman of the People's Committee at the provincial level decides to establish a regional health examination council upon request of the Department of Health.
The Chairman of the People's Committee at the commune level decides to call for preliminary health screening for military service; health examination for citizens subject to military service and citizens subject to service in the People's Public Security. The decision to call for preliminary health screening and health examination must be delivered to citizens 15 days before the preliminary health screening and health examination.
The regional health examination council organizes health examinations for citizens subject to military service and military service; the health examination includes physical, clinical, and paraclinical examinations to ensure accuracy and is responsible for the results of the military service health examinations.
The health examination period is from November 1 to December 31 every year. The health examination period for citizens subject to military service and second call-up to perform their duty to join the People's Public Security Forces as prescribed in Article 33 of this Law shall be decided by the Prime Minister.
The results of the health screening and health classification must be made public on the electronic information portal and posted at the headquarters of the People's Committee at the commune level, agencies and organizations within 20 days.
