Decree 297/2025/ND-CP stipulates the dossier for electronic interconnection of administrative procedure groups, including:

Electronic declaration. In case of authorization, there must be a written authorization in accordance with the provisions of law.

Document approving the results of fire prevention and fighting acceptance by the police agency or document accepting fire prevention and fighting by the investor or owner of the project according to the provisions of specialized laws.

Criminal record of the person responsible for security and order.

The Decree stipulates that the applicant is the legal representative using the electronic identification account of the organization, business household or individual to log in to the National Public Service Portal (at dichvucong.gov.vn), select the section "Electronic administrative procedures for granting a License to qualify for karaoke business" to declare, submit the application online and pay the fee as prescribed.

Regulations on receiving documents

The dossier is connected from the National Public Service Portal via the Public Service Software to the Business Registration Information System, the Administrative Procedures Information System of the Ministry of Public Security , and the Provincial Administrative Procedures Information System to receive and process as follows:

The competent authority that issues the Certificate of Business Registration reviews the application and issues the Certificate of Business Registration on the Business Registration Information System. The results of the issuance of the Certificate of Business Registration are synchronized to the National Public Service Portal.

The business registration certificate and documents are synchronized to the Ministry of Public Security's Administrative Procedure Information System for processing. The Public Security agency reviews the documents and issues a Certificate of eligibility for security and order on the Ministry of Public Security's professional software system. The results of the issuance of the Certificate of eligibility for security and order are synchronized to the National Public Service Portal.

The Certificate of Business Registration and Certificate of Eligibility for Security and Order are synchronized by the Business Registration Information System and the Administrative Procedures Information System of the Ministry of Public Security to the Provincial Administrative Procedures Information System. The Provincial People's Committee carries out the process of granting the Certificate of Eligibility for Karaoke Service Business and returns the results to the Provincial Administrative Procedures Information System for synchronization to the National Public Service Portal.

Time to process electronic administrative procedures for granting a license to operate karaoke services is no more than 16 days.

The Decree clearly states that the time to process electronic administrative procedures for granting a License to conduct karaoke business shall not exceed 16 working days from the date the competent authorities receive complete documents and pay fees as prescribed.

Time to process administrative procedures is as follows:

- Issuing a Business Registration Certificate within no more than 3 working days;

- Issuing Certificate of eligibility for security and order within no more than 3 working days;

- Granting a license to operate karaoke services within no more than 10 working days.

In case the dossier is received on the National Public Service Portal within 1 hour before the end of administrative hours on a working day, the time limit for returning the results of handling inter-connected administrative procedures prescribed in this Decree shall be calculated from the next working day of the date the dossier is received.

For online submissions at the National Public Service Portal, the Interconnected Public Service Software automatically responds to the National Public Service Portal to notify organizations and individuals of the online submission and automatically separates and transfers the dossiers to the Business Registration Information System, the Administrative Procedures Information System of the Ministry of Public Security and the Provincial Administrative Procedures Information System for receipt and processing according to regulations.

Within 2 working hours from the time the National Public Service Portal responds to the organization or individual, the Administrative Procedure Information System will notify the officer, civil servant, public employee, or employee receiving the dossier at the One-Stop Section to review and check the accuracy and completeness of the dossier.

In case the dossier is not complete and accurate according to regulations, the officers, civil servants, public employees and employees at the One-Stop Department shall notify the organization or individual of the official receipt and request for correction and supplementation of the dossier no later than 8 working hours from the time the National Public Service Portal receives the dossier; in which, clearly state the content, reasons and specific and complete instructions in one time for the organization or individual to supplement fully and accurately.

Notifications are sent to the organization or individual's account on the National Public Service Portal or via automatic SMS messages from the National Public Service Portal. The processing time is recalculated from the beginning after receiving all required documents.

After 15 working days from the date of notification or within the time limit prescribed by specialized laws, if the organization or individual does not complete the dossier, the officer, civil servant, public employee or employee handling administrative procedures shall close the dossier on the Administrative Procedures Information System.

In case the dossier is complete and in accordance with regulations, the officer, civil servant, public employee, or employee receiving the dossier at the One-Stop Section shall transfer the dossier of the organization or individual to the competent authority for settlement according to regulations.

If the deadline for returning results has expired but there are no results, the competent authority handling the administrative procedure will send an apology letter, clearly stating the reason for the overdue date and rescheduling the date for returning results, to the applicant via the National Public Service Portal and SMS. Rescheduling the date for returning results will be done no more than once.

Solving electronic interconnected records of administrative procedure groups on granting Licenses of eligibility to conduct karaoke services

After receiving the dossier according to the above regulations, the competent authorities shall issue the Certificate of Business Registration, Certificate of Eligibility for Security and Order, and License for Eligibility for Karaoke Service Business, appraise the dossier and carry out the administrative procedure settlement process as follows:

Issuance of Certificate of Business Registration

In case the dossier is complete as prescribed: the competent authority shall issue the Certificate of Business Registration and transfer the result to the National Public Service Portal immediately after issuance to carry out the next procedure.

In case the dossier is not complete as prescribed: the competent authority issuing the Certificate of Business Registration will send a notification via the National Public Service Portal and SMS to notify the applicant to amend, supplement, and complete the dossier. The applicant logs into the National Public Service Portal and SMS to receive feedback on the dossier processing results and to supplement the dossier.

In case of not granting the Certificate, the competent authority granting the Certificate of Business Registration must respond in writing and state the reasons via the National Public Service Portal and SMS message.

Issuance of Certificate of eligibility for security and order

After receiving the electronic results of the Business Registration Certificate transferred from the Administrative Procedures Information System of the Ministry of Public Security, the agency issuing the Certificate of Eligibility for Security and Order shall carry out the administrative procedure settlement process as follows:

In case the dossier is complete according to regulations: the competent authority issuing the Certificate of eligibility for security and order shall issue the Certificate of eligibility for security and order and transfer the result to the National Public Service Portal immediately after issuance to carry out the next procedure.

In case the dossier is not complete according to regulations: the competent authority issuing the Certificate of eligibility for security and order will send a notification via the National Public Service Portal and SMS to notify the applicant to amend, supplement, and complete the dossier. The applicant logs into the National Public Service Portal and SMS to receive feedback on the dossier processing results and to supplement the dossier.

In case of not granting a Certificate, the competent authority granting the Certificate of eligibility for security and order must respond in writing and state the reasons via the National Public Service Portal and SMS message.

Granting of License for eligibility to operate karaoke services

After receiving the electronic results of the Business Registration Certificate and the Security and Order Eligibility Certificate transferred from the Interconnected Public Service Software, the competent authority granting the Karaoke Business Eligibility License shall carry out the administrative procedure settlement process as follows:

In case the dossier is complete as prescribed: Within 3 working days from the date of receiving the complete dossier, the competent authority granting the License for eligibility to conduct karaoke service business shall appraise the dossier and establish an on-site appraisal team at the business location in accordance with the provisions of specialized laws.

Within 4 working days from the date of establishment, the Appraisal Team shall organize the appraisal and issue the appraisal results.

Within 3 working days from the date of assessment results, the competent authority issuing the Business Eligibility Certificate shall be responsible for issuing or not issuing the Business Eligibility Certificate.

In case the dossier is not complete according to regulations: the competent authority granting the License for eligibility to operate karaoke services will send a notice via the National Public Service Portal and SMS message to notify the applicant to amend, supplement and complete the dossier.

Applicants log in to the National Public Service Portal and SMS messages to receive feedback on application processing results and make additional application submissions.

In case of not granting a License, the competent authority granting the License for eligibility to operate karaoke services must respond in writing and clearly state the reasons on the National Public Service Portal and SMS message.

Fee payment method

The Decree stipulates that applicants must pay the fee for the application for performing electronic administrative procedures for granting a License for eligibility to conduct karaoke services at the time of application submission according to the notification on the National Public Service Portal and SMS messages in the following ways:

- Transfer to the beneficiary account of the competent authority.

- Online through the payment function of the National Public Service Portal and other valid payment platforms.

The registration fee for performing a group of administrative procedures will not be refunded to the payer in case the business household is not granted a License.

The above Decree takes effect from November 17, 2025./.
