Coming to Truong Ngoc village, asking about Mr. Luc Van Quynh's house, everyone knew. Seeing guests coming to his house, Mr. Quynh happily put aside his family's work to welcome guests. In his spacious house, while pouring water, he told us about the story of mobilizing people to participate in New Rural Construction. Through the conversation, we learned that implementing the national target program for New Rural Construction in Truong Ngoc village encountered many difficulties, because of the low starting point, high poverty rate, unsynchronized infrastructure, a part of the people had the mindset of waiting for support from the State... Faced with this situation, Mr. Quynh and the village's mass organizations actively propagated and mobilized people to contribute labor and money to build roads and build the village's cultural house. During the mobilization process, there were households that were not enthusiastic about participating in the village's work, he went to their houses to discuss and explain so that the households could understand the meaning of the national target program for New Rural Construction.

Mr. Luc Van Quynh shared: "In order for people to actively participate in the work of the village and commune, I myself must be a pioneer in local movements. At the same time, I always listen to people's opinions, based on the practical situation of each household to mobilize appropriately. I myself regularly research, study, and exchange experiences with other prestigious people to improve my understanding, especially to grasp the Party's guidelines and policies, the State's policies and laws... in my work".

Thanks to the good work of mobilization and propaganda, including the role of Mr. Quynh, the people of Truong Ngoc village have actively contributed funds, working days, donated land to build roads, renovate houses, and clean the environment. From 2020 to now, the people of Truong Ngoc village have contributed more than 1 billion VND, more than 2,000 working days, and donated thousands of square meters of land to build infrastructure. Thanks to that, the appearance of the village has changed a lot. Currently, 100% of the village's roads are paved, the average income per capita in 2025 is expected to reach 62 million VND; the poverty rate has decreased to 1.84%, the rate of families achieving the title of "Cultural Family" is 91.7%...

Along with mobilizing people to participate in the New Rural Development, Mr. Quynh also mobilized people to change the structure of crops and livestock, and put into production plants and breeds with high productivity and quality. Besides, he also guided households in the village to renovate mixed gardens, plant fruit trees, vegetables, cassava tubers, etc.

Through practical research, it is known that in previous years, the gardens of many households in Truong Ngoc village were abandoned and overgrown with weeds. Since Mr. Quynh guided them to renovate their mixed gardens, many households in the village have cleared weeds and used the land area in their gardens to grow fruit trees and vegetables for their daily needs. The renovating of mixed gardens has brought about clear economic efficiency, the products produced are not only enough for the family's daily needs, but also for the market.

Not only actively participating in collective work, Mr. Quynh is also a pioneer in developing the family economy. With the development of a comprehensive economic model, each year his family earns from 350 to 400 million VND.

With his contributions, Mr. Luc Van Quynh has received many certificates of merit from all levels and sectors, including a Certificate of Merit from the Chairman of the Provincial People's Committee for his outstanding achievements in implementing ethnic policies, contributing to the socio-economic development, ensuring national defense and security in ethnic minority areas.
