This plan also requires that the activities implemented ensure consistency, timely and rapid control of the incident, minimizing the consequences for society, people and the environment. Strengthen warning, forecasting, information, propaganda and guidance on preventive and handling measures so that the community has the skills to prevent, combat and respond to natural disasters.
Along with that, all agencies and affiliated units thoroughly grasp and effectively implement natural disaster prevention work according to the "four on-site" motto (on-site command; on-site forces; on-site means and materials; on-site logistics) and the principle of "proactive prevention, timely response, urgent and effective recovery".
In this plan, the Department of Health also requested medical centers and hospitals to organize medical shock teams with appropriate equipment and medicine to serve disaster prevention work in the area.
Review inventory and make a list of supplies for at least 1-2 months depending on the level of natural disaster impact in the area. Set up reserve warehouses in vulnerable areas, ensuring a minimum amount of medicine is available to respond for 3-5 days in case of isolation.
Arrange mobile medicine for mobile emergency teams and local support teams. Support emergency medicine, treatment of diarrhea, skin diseases, dengue fever for isolated residential areas.
Hospitals and medical facilities develop plans to be ready for emergency care, transportation, admission and treatment of victims; organize mobile teams; and foreign emergency teams are ready to support localities in responding to natural disasters when requested.
Prepare adequate human resources, vehicles, emergency equipment, essential medicines, and chemicals to be ready to receive mass emergency aid and support other units when necessary....
