Regulations on appointing teachers to higher ranks

I am a former Grade II junior high school teacher, code V.07.04.11, appointed from April 1, 2016, now eligible to move to the new Grade II, code V.07.04.31. From 2016 to present, I have met all the conditions to be promoted to Grade I junior high school teacher, code V.07.04.30. I would like to ask, is the time I held the old Grade II counted as the time holding the equivalent rank to be considered for promotion to Grade I? (sonngoc***@gmail.com)

Clause 12, Article 5 of Circular No. 08/2023/TT-BGDDT dated April 14, 2023 of the Minister of Education and Training amending and supplementing a number of articles of Circulars No. 01, 02, 03, 04/2021/TT-BGDDT dated February 2, 2021 of the Minister of Education and Training stipulating codes, standards for professional titles and appointment and salary classification for teaching staff in public preschool and general education institutions stipulates: From November 3, 2015 to the effective date of this Circular, in case preschool and general education teachers are appointed to a higher rank after the end of the probationary period or after achieving a higher level of training than the prescribed level but have not met other standards and have not passed the exam or promotion exam organized by the competent authority, they must be reappointed to the correct rank according to regulations (including (including cases of recruitment before November 3, 2015 and completion of the prescribed probationary period after November 3, 2015).

Based on the above regulations and your letter, you are eligible for re-appointment to the correct professional title of teacher. Therefore, you need to contact directly the competent authority to appoint professional titles in your locality for guidance and satisfactory answers.
