
Without having to wait for the Provincial Planning to be approved, two years ago, at the Prime Minister 's working session with local leaders (March 27, 2022), Quang Nam proposed and received approval and support from the Prime Minister for many major policies.
The Prime Minister assessed: “Quang Nam has an important role and position and a lot of potential, strengths, and “room” for rapid and sustainable development”. Therefore, the province’s proposals were approved by the Prime Minister, and are promising openings for the locality.
Fumbling in tight shirt
Identifying the importance and opportunities from the Prime Minister's decisions, the Provincial People's Committee quickly coordinated with consulting agencies, ministries, branches, and enterprises to develop projects and proposals to submit to the Government .
However, up to this point, apart from the ongoing project to renovate and upgrade National Highway 14E (starting in 2023, expected to be completed in 2025), other projects are still in the procedural stage.
Many problems arose, causing most of the contents in the Prime Minister's conclusion to not meet progress requirements.
Latest information from the Provincial People's Committee, currently only the Project to preserve and promote the value of the World Cultural Heritage of Hoi An ancient town and the Project to develop and form the Quang Nam medicinal plant industry center with Ngoc Linh ginseng as the main crop have been completed, awaiting appraisal and approval.

Of the remaining projects, some are in the process of being supplemented and adjusted after receiving comments from ministries and branches (Project on socialization of investment in Chu Lai Airport); some have to wait until the national specialized planning has been approved (Project on opening a new Cua Lo channel for 50,000-ton ships).
And there are some that are or cannot be built because they are stuck in law, provincial planning, or even confused about determining the agency in charge of construction.
While the completion of projects approved by the Prime Minister has been slow, attracting non-state investment sources to develop production and business in recent years has basically remained stagnant.
Compensation and site clearance work has been stuck for a long time. Not to mention, the process of overcoming “historical shortcomings” in many real estate projects that inspection and examination agencies have pointed out are the main reasons for the decline in the investment environment in Quang Nam. Many investors, although very determined, still cannot wait too long.
Quang Nam has not been able to tap into the development potential and important advantages of the locality due to the lack of “pushes”. These include unclear policies and resources, difficulties in socializing investment, and a tight local budget as it depends heavily on contributions from Truong Hai Group. In other words, it has not been able to create new motivations in a tight shirt.
Prospects for acceleration
And the opening has been seen. When the National Assembly promulgated the new Land Law and Real Estate Business Law, the recommendations and proposals of Quang Nam at the Prime Minister's meeting two years ago regarding the problems in the land sector were basically resolved.
For example, the 2024 Land Law has additional content and amendments to the provisions of the Forestry Law on leasing forest environmental services - one of the issues that Quang Nam has been stuck with for a long time. Thus, one of the major "bottlenecks" has been cleared.
Conclusion No. 72-KL/TW, dated February 23, 2024 of the Politburo on continuing to implement Resolution No. 13-NQ/TW, dated January 16, 2012 of the Central Committee on building synchronous infrastructure, determining the guiding viewpoint of "focusing on investment, promptly putting into use urgent and key infrastructure works and projects on roads, railways, inland waterways, and airways connecting localities, regions, and internationally"; implementing the policy of "public investment - private management; public investment - use"; "researching and promulgating policies and mechanisms to shorten the compensation and site clearance process, separating land acquisition, compensation, and resettlement projects from investment projects according to planning";...
The country's economy is also on the path of recovery and acceleration after the COVID-19 pandemic. Vietnam is one of the ideal destinations for global investment flows. Some provinces and cities have quickly seized and taken advantage of the opportunity.

After the spectacular breakthrough when establishing Chu Lai Open Economic Zone more than 20 years ago, these are golden opportunities for Quang Nam to once again break through.
In particular, the approved Provincial Planning has clearly defined the position, potential, investment needs, cleared spaces, development axes, regional, national and area production and service centers.
Large resources from the central budget will go to transport infrastructure projects, irrigation projects and national target programs according to the planning and policies of the National Assembly and the Government.
Social resources through the public-private partnership mechanism to strongly develop road traffic infrastructure, seaports, and airports are facing an opportunity to be opened when the Central Government has agreed to the policy of socializing investment in Chu Lai Airport, Quang Nam Seaport associated with the logistics center, management and tourism exploitation at My Son Sanctuary...
FDI resources and large domestic economic groups will certainly seize the opportunity when Quang Nam has good planning and an open, transparent investment environment with a true spirit of companionship.
These resources bring both opportunities and pressure to the locality, especially the pressure on economic growth rate from now until 2030. Hopefully, Quang Nam will turn the pressure into drastic, specific and effective actions.

More than 11 trillion VND expected to be invested in Chu Lai Airport
According to the draft Project on socialization of investment and exploitation of Chu Lai Airport associated with Tam Quang Duty Free Zone, the need to mobilize capital for infrastructure investment in Chu Lai Airport is about 11,000 billion VND.
Of which: investment in the airport area is about 3,500 billion VND; parking area is about 1,000 billion VND; civil aviation area (HKDD) is about 6,500 billion VND (excluding site clearance costs).
The scope of investment is mainly in the area east of Chu Lai airport at present, including: Airport area works (construction of a new runway measuring 3,048m x 45m, taxiway system, aircraft parking area) and airport area works: passenger terminal with a capacity of about 10 million passengers/year and technical infrastructure works, cargo terminal with a capacity of about 1.5 million tons/year.
