The Congress with the slogan of action "Innovation - Democracy - Solidarity - Development" took place in an atmosphere where cadres, union members and workers were striving to fulfill the goals and targets of the Resolution of the 12th Congress of the Vietnam Trade Union, the Resolution of the 5th Congress of the Vietnam Civil Servants' Trade Union; the country's socio -economic development and international integration achieved many important achievements.

The CSCĐ Command Trade Union is a superior trade union, consisting of 22 grassroots trade unions, 90 trade union groups under the grassroots trade unions with a total of 1,350 union members. Union members participating in the trade union organization are officers, non-commissioned officers with technical expertise, working in the fields of combat, combat support, medicine, training, political work, animal husbandry - veterinary medicine, arts, physical education, sports and contract labor.
Identifying the role of the Trade Union in deploying and implementing the grassroots democracy regulations at the unit, in recent years the Trade Union of the Command has directed its subordinate grassroots trade unions to proactively advise the Party Committee and unit leaders to effectively implement the democratic regulations, propagate so that workers understand and actively participate in discussing and contributing opinions on the unit's activities as well as in implementing the democratic regulations, making the content of implementing the democratic regulations one of the criteria for annual emulation evaluation.
Regularly organizing foreign relations between the Party Committee, unit leaders and union members and workers demonstrates the equality, solidarity, unity and concern of the unit leaders for union officials, union members and workers, thereby creating trust and a solid support for union members and workers, which is meaningful in motivating union members to excellently complete assigned professional tasks.

Identifying that building a strong CSCĐ Command trade union is an important and key task, deciding the sustainability, stability, quality and effectiveness of trade union work and the workers' movement, the Executive Committee of the CSCĐ Command Trade Union has issued many contents and documents guiding, directing and orienting, as a premise in the work of building trade union organizations at all levels.
All aspects of trade union work were comprehensively deployed in conjunction with the implementation of professional tasks. The content and methods of operation were innovated, focusing on the grassroots level, for the benefit of union members. The tasks and work programs for the entire term were effectively implemented, with many targets completed and exceeded compared to the Resolution of the 1st Trade Union Congress of the Mobile Police Command.
Along with that, the CSCĐ Command's Trade Union at all levels has organized many movements of charity and volunteer activities, joining hands with the community such as in the work of preventing and fighting the Covid-19 epidemic, 181 union officers and members have volunteered to directly reinforce the local police to perform the task of ensuring security, order, and preventing and fighting the Covid-19 epidemic in the provinces and cities, etc., contributing to spreading the beautiful image of CSCĐ soldiers "forgetting themselves for the country, serving the people".
Organize campaigns to mobilize resources, materials, medical supplies, and essential necessities; visit and encourage families of officers, soldiers, and people severely affected by the pandemic with a total budget of more than 200 million VND.
At the Congress, many opinions were discussed and contributed to the draft Political Report submitted to the Congress.

In recognition of its achievements, in the 2018 - 2023 term, the Trade Union of the Mobile Police Command was honored to receive the Excellent Emulation Flag from the Vietnam General Confederation of Labor; many collectives and individuals were awarded many noble prizes by the leaders of the Party, the State, the Ministry of Public Security, the Mobile Police Command, the Vietnam General Confederation of Labor, the Public Security Trade Union and departments, ministries, branches and localities.
