Through on-site inspection of projects, visiting the Hai An Ward Public Administration Service Center, listening to the report on the progress of public investment disbursement of the Hai An Regional Project Management Board and opinions of localities and units, comrade Le Anh Quan, Standing Vice Chairman of the City People's Committee, acknowledged the drastic participation of the two localities, but emphasized that the progress of site clearance is still slow, the disbursement rate is low compared to the city's average, and needs to be implemented more synchronously and drastically.

Specifically, for central projects, such as the project related to Cat Bi International Airport, local authorities and the Regional Project Management Board need to proactively coordinate, request the Navy Command to hand over, provide documents, current status, agree on site clearance plans; handle cases of land allocation beyond authority...

For the Southeast Ring Road Construction Project, enforce the case of not handing over the land within September, terminate the contract with the households; inventory, recover land, handle violations in parallel with propaganda campaign.

For the Nam Trang Cat Industrial Park Project, complete the compulsory inventory of the area related to the Military Petrochemical One Member Co., Ltd. - Le Chan in September, complete the documents, and implement the compulsory inventory in October.

Regarding the Lao Cai - Hanoi - Hai Phong Railway Project, Mr. Le Anh Quan, Standing Vice Chairman of the City People's Committee, directed the two localities to closely coordinate and unify the route direction, ensuring technical requirements and progress. The Department of Construction urgently reviewed and agreed to submit the land clearance project of the Hai An area to have a basis for implementing the next steps.

The Department of Finance reviews, guides, and considers adjusting and transferring public investment capital in October 2025; coordinates with the Railway Project Management Board to implement the project of clearing land in the East and West of the city. According to the People's Committee of Hai An Ward, currently, the ward is focusing on compensation, support and resettlement to serve 10 projects with a total area of 290.35 hectares, involving 34 organizations and 796 households. Projects: Investment in construction of Lao Cai - Hanoi - Hai Phong railway line through Hai An Ward, 5 km long, Trang Cat Industrial Park Infrastructure Project and Hai An Southeast Ring Road... Many households have leased land whose lease term has expired and have not received compensation or support, so the recovery has caused problems.

At the T2 Passenger Terminal Construction Project (Cat Bi International Airport), 45/56 households do not actually live on the project's recovered land area, so they are not resettled.

In Dong Hai ward, the 11.9 km railway project has been completed by the ward, but there are still issues with national defense land and recommendations to businesses; Dinh Vu waste treatment plant still has 3 aquaculture households that have not received money.

According to the Hai An Regional Project Management Board, in 2025, the budget allocated 751.82 billion VND for 32 projects, to date disbursed 263.14 billion VND (35%), with 13 projects completed and 14 projects in progress. The Board proposed that the city direct the acceleration of procedural adjustments, allowing capital to be transferred to projects with good disbursement and finalizing the 3 suspended projects.
