Urgently remove obstacles in site clearance and speed up the progress of traffic projects.

BAC NINH - On the afternoon of September 18, Mr. Phan The Tuan, Vice Chairman of the People's Committee of Bac Ninh province, inspected the progress of 3 traffic projects in the communes of My Thai, Tien Luc, Kep, Lang Giang and Bac Giang ward. Also present were representatives of leaders of a number of relevant departments and branches.

That is the route connecting from Provincial Road 292 through An Ha Industrial Park, Tien Luc Commune to the Northeast Ring Road, Bac Giang Ward; the road from Lang Giang District Medical Center (now Lang Giang Commune) to Tien Luc Commune; the road from Voi Town (now Lang Giang Commune) to Nghia Hung - Tien Luc - Duong Duc Road (belonging to My Thai and Tien Luc Communes). These projects are invested by Bac Ninh Province Traffic and Agriculture Project Management Board No. 1.

Comrade Phan The Tuan inspected the road construction project from Voi town (now Lang Giang commune) to Nghia Hung - Tien Luc - Duong Duc road.

According to the investor's report, the route connecting Provincial Road 292 through An Ha Industrial Park, Tien Luc Commune to the Northeast Belt Road, Bac Giang Ward is 15.3 km long, with a road surface of 11 m wide. The total investment is nearly 410 billion VND from the state budget. To date, the project has cleared more than 7.9/15.3 km; moved 9/39 medium-voltage poles and 13/118 low-voltage poles.

The project includes packages 6 and 7. Package 6 is implemented under the contract from December 31, 2023 to July 30 this year. The contractor has dug the roadbed for 2.7/7 km; filled the roadbed for 1.5/7 km; completed 2 abutments of the bridge, and cast 12/12 slabs of the girder. Package 7 is implemented under the contract from December 4, 2023 to July 4 this year. The contractor has dug the roadbed and filled the roadbed for more than 1.7/8.33 km; and constructed 7/37 cross-culverts.

Currently, the work of site clearance, conversion of forest land use purposes, and granting of rights to exploit minerals for common construction materials under this project is slow, affecting the construction progress.

Specifically, some households with agricultural land in the project are still in dispute and have requested to change the type of land to be compensated. Many households have not agreed with the compensation plan and have not cooperated in the asset inventory. Currently, the project has not been approved to adjust the investment policy and has not been granted an extension of the contract implementation period.

The Management Board of Bac Ninh Province's Traffic and Agriculture Project No. 1 requested the Provincial People's Committee to direct the communes of Kep, Lang Giang, My Thai and Bac Giang ward to focus on speeding up site clearance work, handing over the entire site to the contractor to complete construction before November 30 this year.

The Department of Agriculture and Environment shall appraise and report to the Provincial People's Committee for consideration and submission to the Provincial People's Council for approval of the policy of changing the purpose of forest land use before October 15. The Department of Finance shall review and report to the Provincial People's Committee for approval of the adjustment of the project investment policy before September 25; the Department of Construction shall advise and report to the Provincial People's Committee for extension of the time limit for implementing the construction and installation package to be completed before September 20 this year.

The road from Lang Giang District Medical Center (now Lang Giang Commune) to Tien Luc Commune has a total length of more than 15.5 km; the total investment is 400 billion VND from the state budget. Up to now, the project has cleared the site and handed over 8.6/15.5 km to the construction unit. The contractor has completed 50% of the work volume. The remaining area has not been cleared because many households with assets on the corridor land and constructions on perennial land have requested compensation against regulations; the origin of land use has not been verified; many households have not agreed with the compensation plan... Due to the delay in handing over the site, the project has been extended 5 times so far.

The route from Voi town (now Lang Giang commune) to Nghia Hung - Tien Luc - Duong Duc road (belonging to My Thai and Tien Luc communes) has a total investment of more than 161 billion VND; implementation period is 2021-2027. To date, the project has cleared about 5.2 km of land.

The contractor has dug the roadbed, filled the ground, and graded crushed stone for 5.2 km; laid asphalt concrete for 5 km; and completed the construction of cross-culverts. The site clearance work is still 0.8 km long and has not been completed in Lang Giang and My Thai communes because the origin of the land after the land consolidation has not been verified; the people have not agreed on the resettlement plan, and there are disputes over compensation money, etc.

The first phase of the project's land use conversion has been completed, but the Department of Agriculture and Environment has not yet approved it because the land use plan does not coincide with the general plan. The work of adjusting the land registers of the People's Committees of the communes has not been completed.

The Management Board of Bac Ninh Province's Traffic and Agriculture Project No. 1 requested the People's Committees of Lang Giang and My Thai communes to focus on removing difficulties and obstacles, speeding up site clearance work to hand over to the construction contractor.

After inspecting the site and listening to the report, comrade Phan The Tuan emphasized that the projects are currently facing problems with site clearance, affecting the construction progress. Faced with this reality, he requested that the communes where the projects pass through need to coordinate closely to continue to do a good job of propaganda and mobilizing the people, creating consensus, and promptly handing over the clean site to the contractor to speed up the progress.

Propaganda and mobilization work needs to be diversified in form so that people can clearly see the benefits of building roads to help people travel conveniently, contributing to promoting socio-economic development in the area.

He requested the Lang Giang Land Fund Development Center Branch, relevant communes and investors to clarify land issues of each household to reach a consensus on solutions for site clearance. At the same time, consider arranging resettlement areas for people, stabilize housing after land handover, ensuring compliance with the law.

Regarding land disputes and land origin verification, the Department of Agriculture and Environment will consider guiding communes to clarify each plot of land to have a basis for completing records, making plans for land recovery and compensation for site clearance.

The Bac Ninh Province Traffic and Agriculture Project Management Board No. 1 needs to regularly monitor the progress of projects and actively urge contractors to mobilize machinery and workers to construct roads as soon as the site is available.

Regarding the request to extend the project due to land issues and slow progress, relevant units need to complete the paperwork procedures to ensure legal basis and correct procedures...
