The Bac Kan city - Ba Be lake road section has reached 99.25% of construction value.
Many key projects progress is still slow.
According to the report of the Department of Finance, out of a total of 25 public investment projects being implemented with domestic capital, there are up to 22 projects in the implementation phase, however, most of them have not met the progress according to the plan approved by the Provincial People's Committee.
The project to build the road from Bac Kan city to Ba Be lake connecting to Na Hang, Tuyen Quang with a total adjusted investment of more than 3,700 billion VND is one of the key transport projects of the province. Up to now, the 37 km section from Bac Kan city to Ba Be lake has completed 99.25% of the construction value, however, there are still some unstable roadbeds that need technical handling. The section connecting from Km37 to Na Hang also faces difficulties in site clearance, especially related to the flooded area of Tuyen Quang hydroelectric reservoir.
Similarly, the Quang Khe - Khang Ninh road construction project in Ba Be district, with a total investment of nearly 500 billion VND, although most of the packages have been completed, has not yet ensured progress, forcing the province to allow the implementation period to be extended until the end of 2025. Other projects such as infrastructure construction around Ba Be lake or forestry roads are in the same situation - unfinished construction, slow disbursement, and dependent on weather and terrain conditions.
Site clearance and counterpart funds remain the biggest bottlenecks
Site clearance remains a difficult problem for many public investment projects in the province. Not only provincial routes but also many inner-city road projects in district centers such as Phu Thong town, Bach Thong district; Dong Tam town, Cho Moi district; Yen Lac town, Na Ri district or Cho Ra town, Ba Be district have not achieved the set progress. The main reasons come from the lack of synchronization in planning, obstacles in site clearance and lack of counterpart funds from the local budget.
In Bac Kan city, the Nam Cat Lake access road project has disbursed more than 80 billion VND, but there are still 4 households that have not received compensation and 4 other households that have not relocated their graves. The Bac Kan Provincial Stadium project and its auxiliary items, in addition to being affected by weather and landslides, still have many problems in site clearance, especially related to households that have not agreed to the compensation plan or have requested to be granted resettlement land.

In addition, difficulties in counterpart funding from local budgets are affecting a series of projects. For example, the project to build the Ngan Son District Medical Center has a planned capital of more than VND51 billion in 2025 from land use revenue, but it has not yet been allocated due to insufficient local revenue.
Despite many difficulties, there are still projects that show efforts to overcome obstacles and achieve positive results. The project to upgrade 3 District Health Centers under the Socio-Economic Recovery Program has disbursed almost all of the capital plan for 2024 and is in the final settlement stage. The project to improve forest fire prevention and fighting capacity has also completed 20/20 station and ranger station buildings and disbursed 100% of the allocated capital in 2024.
Synchronous and decisive for the end of the year
Public investment is an important driving force for local socio-economic development. Therefore, Bac Kan province is urgently removing "bottlenecks" in terms of land and capital, while improving management and supervision capacity, especially in the context that the implementation period of the 2021-2025 medium-term public investment plan is entering the final stage.
The Provincial People's Committee has directed investors to proactively coordinate with relevant agencies to focus on resolving problems related to site clearance, especially in hot spots such as hydropower reservoirs, urban residential areas, and areas in need of resettlement. At the same time, review capital plans, flexibly balance budget revenue sources, and strengthen discipline in management and implementation supervision.
One of the urgent requirements is to speed up the preparation of settlement documents for projects that are about to be completed in order to facilitate the allocation of capital for other projects. For projects that still have outstanding counterpart funds, it is necessary to propose a flexible mechanism to transfer and reverse capital in accordance with reality.../.
