The Government Office has just issued Document No. 438/TB-VPCP dated August 22, 2025 announcing the conclusion of Prime Minister Pham Minh Chinh at the meeting on implementing the campaign to build schools for border communes, including boarding houses for students and teachers.
The announcement stated: The policy of building schools in border communes according to the conclusion of the Politburo in Announcement No. 81-TB/TW dated July 18, 2025 is a major decision, with profound political-social and humane significance, demonstrating the special attention of the Party and State for compatriots, soldiers, especially students in the border areas of the Fatherland.
The Prime Minister requested Ministers, Heads of agencies, Chairmen of People's Committees of border provinces and cities to focus on directing strongly with high political determination and drastic actions, with specific plans; identifying this as a campaign that needs to be implemented drastically and urgently with the motto "urgently, drastically," "certainly," "effectively" determined to complete the construction of 100 schools in 2025 and complete before August 30, 2026.
On that basis, conduct a preliminary review, learn from experience while doing, gradually expand, complete all the goals set out in Notice No. 81-TB/TW, ensure quality and deadline.
Design schools in an "open" direction, flexible, diverse, suitable for national culture and natural conditions of each region.
The Prime Minister assigned the Ministry of Education and Training to preside over and coordinate with relevant ministries and agencies to urgently synthesize and absorb opinions at the meeting, develop a draft Resolution of the Government promulgating the Action Plan to implement Notice No. 81-TB/TW dated July 18, 2025 of the Politburo on the policy of investing in building schools for border communes, send it to ministries, branches and localities for comments to complete and submit to the Government; in which it is noted to focus first on investing in building 100 schools according to the conclusion of the Politburo; clearly and specifically stipulate specific mechanisms and policies, open and flexible procedures, and at the same time, there must be a mechanism to strictly control and prevent negativity, corruption and waste; assign specific tasks to ministries and branches and clearly demonstrate the following specific contents:
The planning of each school must have an area of about 5 to 10 hectares, including the study area, dormitory, public service, physical training, cultural activities and experiential activities, and increased production. The school construction site must be calculated to ensure convenient traffic connection, with sufficient essential infrastructure (electricity, clean water, wastewater, telecommunications, etc.).
Design schools in an "open" direction, flexible, diverse, suitable for national culture, terrain, natural conditions, climate of each region, each location; prioritize trees and preserve natural landscapes, ensure uniformity, full functionality, modernity, sustainability, absolute safety and can be flexibly used as a boarding school for primary and secondary levels, or combined with high school if suitable for planning, terrain characteristics and needs of each locality.
Allow flexible contractor selection methods to ensure progress, including designation of contractors, contracting, assignment of work, and even organization of bidding (if appropriate to meet progress) according to regulations and must allow supervision and inspection immediately before, during and after construction.
Prioritize the allocation of the central budget in accordance with the spirit of Conclusion No. 81-TB/TW dated July 18, 2025; at the same time, mobilize maximum social resources; create a vibrant and widespread emulation movement; mobilize the strength of the whole society: the Army, the Police, the Vietnam Fatherland Front, the Youth Union, the Women's Union... to participate in many forms (contribute labor, efforts, working days). In particular, the Army and the Police are ready to undertake construction in the most dangerous and difficult places.
The People's Committees of 22 border provinces and cities are fully responsible for the list, needs, plans and investment progress.
To ensure urgent and effective implementation of the campaign to build schools in border communes, the Prime Minister requested Ministers, Heads of relevant agencies, Chairmen of People's Committees of border provinces and cities to focus on directing, thoroughly grasping and strictly implementing the assigned tasks in the spirit of: "clear people, clear work, clear time, clear results, clear responsibilities, clear authority", including:
The Ministry of Education and Training coordinates and guides provinces and cities with land border communes to review the actual needs of 248 land border communes to invest properly, accurately, and effectively, and is responsible for the reported data and proposed content; immediately establish a special interdisciplinary working group headed by the Minister of Education and Training to inspect, urge, and remove obstacles.
The Ministry of Education and Training shall preside over and coordinate with the Ministry of Construction, the Ministry of Finance and relevant agencies to urge, supervise and inspect the progress of school construction in accordance with legal regulations, ensuring quality, efficiency and timeliness; coordinate with the Central Committee of the Vietnam Fatherland Front and localities to launch a campaign to build schools for border communes before August 30, 2025.
The Prime Minister requested the People's Committees of 22 provinces and cities with land border communes to take full responsibility for determining the list, needs, investment plans, content, progress and quality of investment implementation; planning, finding locations, preparing land with suitable areas, ensuring convenient traffic, electricity, water and telecommunications infrastructure and calling on people to donate land; reviewing and synthesizing the list of investment projects and investment costs to send to the Ministry of Education and Training and the Ministry of Finance for balance and arrangement; registering with the Ministry of Education and Training and the Ministry of Finance the quantity, location, scale and investment content of school construction and committing to complete on time; organizing the implementation of investment in specific projects; arranging land funds with sufficient conditions to build schools suitable to the terrain, soil, geology, etc.
Save 10% of regular expenditures of all agencies, units and localities from the beginning of the year
The Prime Minister assigned the Ministry of Finance to be responsible for calculating, balancing, arranging and allocating sufficient and timely funding sources, saving 10% of regular expenditures of all agencies, units and localities from the beginning of the year; guiding the People's Committees of 22 provinces and cities with border communes, and investors to determine and implement the mechanism of designating contractors, assigning contracts, and assigning work to ensure construction progress, quality and efficiency. The Ministry of Finance coordinates with the Ministry of Education and Training and localities to review and synthesize the list and funding of investment projects to balance and allocate capital for localities; synthesize and balance funding to maintain regular annual operations of schools when in operation.
The Prime Minister assigned the Ministry of Construction to be responsible for promulgating principles and designing open and diverse school models, suitable to the terrain, geology, natural factors, and culture of regions, localities, and construction sites, ensuring maximum exploitation of natural conditions, paying attention to the ability to respond to natural disasters and climate change.
The Ministry of National Defense and the Ministry of Public Security develop specific plans to mobilize forces and resources to participate in this program.
The Prime Minister requested the Central Committee of the Vietnam Fatherland Front and organizations, based on their assigned functions and tasks, to organize and direct the implementation of this program to ensure timeliness and effectiveness; have specific plans to mobilize the participation of the whole society; develop mechanisms to receive, publicize, and monitor socialized resources for the right purposes, avoiding formalities.
Building schools in border communes is a new, big and meaningful task. It is necessary to summarize, learn from experience and make appropriate adjustments while doing it, ensuring effectiveness and sustainability. The general spirit is to do it with the highest responsibility, for the benefit of the nation and people, for the future of the children of ethnic groups in the border areas of the Fatherland. The implementation must be timely, synchronous, effective, transparent, not formal, not spread out and definitely successful.
