Determined to reduce crime

The Steering Committee for Crime Prevention, Social Evils and Building the Movement for All People to Protect National Security in the province (Steering Committee 138) has just held a conference to review the work in 2023 and deploy tasks in 2024. According to the Steering Committee's assessment, crime prevention and control work last year achieved many results, however, the crime situation is still complicated.

Crime against social order has not been reduced

According to Colonel Nguyen Van Gia, Deputy Director of the Provincial Police, the work of preventing and combating crime, social evils and building the movement of All People Protecting National Security last year achieved outstanding results.

Specifically, 28/31 key targets were achieved and exceeded. The rate of investigation and detection of crimes related to social order was high. Some crimes and violations of the law that the public was concerned about were resolutely handled, such as: property theft, fraud, gambling, and intentional injury. Crimes and violations of economic , environmental, and drug laws were detected and handled more than in 2022; the rate of handling denunciations, crime reports, and recommendations for prosecution exceeded the set target.

However, crimes against social order have not been reduced, the crime situation, especially property theft, robbery, intentional injury... is complicated. The work of calling, deterring, managing, educating , and helping all types of subjects, especially drug addicts and illegal drug users, has not brought much effectiveness, and some drug addicts still violate the law. That is, regarding crimes against social order, as of December 15, 2023, the whole province discovered 427 criminal cases, an increase of 110 cases compared to 2022. Crimes related to corruption and positions, 8 cases of embezzlement of assets in the non-state sector were discovered, causing property damage of more than 8 billion VND; 151 cases of violations of the law on economic management order and 12 cases of high-tech crimes were discovered.

Meanwhile, the situation of crime and drug abuse is quite complicated, during the year, 69 cases of illegal storage, trading, transportation and organization of drug use were discovered (an increase of 12 cases compared to 2022). The most prominent is the act of gathering to organize illegal use of drugs in karaoke establishments and motels, accounting for 42%.

In Long My town, the murder crime situation has recently become complicated, with incidents causing public outrage, leaving behind consequences and causing heavy human losses.

Statistics show that from 2021 to now, there have been 5 murder cases in the town, the police have investigated and clarified 5/5 cases, and prosecuted 8 suspects. The murder cases that occurred have resulted in 1 death and 4 injuries. It is worth noting that the number of murder cases each year is higher than the previous year. If there were no cases in 2021, in 2022 there would be 1 case injuring 1 person; in 2023 there would be 4 cases, resulting in 1 death and 3 injuries.

According to Mr. Nguyen Van Dien, Chairman of the People's Committee of Long My town, there are many reasons why the murder crime situation in the town is still complicated and shows signs of increasing. That is, the coordination between members of Steering Committee 138 from the town to communes and wards to propagate and educate people about ethics, lifestyle, and law compliance is not regular, continuous, and has no focus; some departments and branches consider the prevention of murder crimes as the sole responsibility of the police force, so the effectiveness of social prevention is not high.

On the other hand, conflicts within the people have not been detected in a timely manner, and there have been no effective measures to manage groups of subjects at risk of causing murder cases, subjects with mental symptoms, and subjects using drugs. The basic professional work of the police force has many positive changes, but at times it has not met the requirements of preventing and combating murder crimes.

Ensuring security and order during Tet

Mr. Dong Van Thanh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, said that the province's comprehensive development results last year were contributed by Steering Committee 138. The members of the Steering Committee always uphold the sense of responsibility, proactively advise the Party Committee to issue many directive documents, mobilize the combined strength of the entire political system and the People to effectively participate in all aspects of crime prevention and control, social evils, and build the movement of All people protecting national security. For the police force, especially the regular police at the grassroots level, have played a pivotal role in crime prevention and control, contributing to stabilizing the security and order situation in the area.

2024 is the year the province must focus on preparing personnel work to serve the Party Congresses at all levels for the 2025-2030 term. In addition, the expressway project and a number of large projects and works continue to be implemented. If land acquisition, clearance, and compensation for damage to affected households are not strictly implemented according to regulations, it can lead to disputes and lawsuits. Accordingly, it is forecasted that the security and order situation has many potential complications, and that opposition and criminals will increasingly take advantage of this situation to carry out sabotage activities.

From that reality, Mr. Dong Van Thanh requested that all sectors and levels, with the core being the police force, must closely follow the resolutions and work programs for 2024 set forth by the Provincial Party Committee and the Provincial People's Committee to focus on effectively implementing solutions to prevent and combat crimes and social evils, and build a movement for the entire people to protect national security according to their assigned functions and tasks. In particular, it is necessary to continue to thoroughly grasp and advise the Provincial Party Committee and the Provincial People's Committee to effectively implement the policies and solutions of the Central Government on the prevention and combat of crimes and social evils, and the movement for the entire people to protect national security.

The provincial police continue to promote their core role, directing the force to do a good job of grasping, analyzing, and forecasting the situation, promptly detecting complicated cases and incidents to proactively coordinate with relevant departments and units to advise the Party Committee and authorities to take effective measures right from the beginning, not allowing complicated developments or the formation of "hot spots" that affect security and order in the area.

In the immediate future, closely coordinate with the military to deploy forces to absolutely protect important targets and events in the area before, during and after the 2024 Lunar New Year; continue to focus forces to effectively carry out the peak of attacking and suppressing crimes, ensuring security and order during the New Year. It is necessary to synchronously deploy solutions to prevent and combat crimes in each field, determined to reduce crimes this year.

The Chairman of the Provincial People's Committee requested to improve the effectiveness of coordination between sectors and levels in propaganda, mobilization, and launching the movement of All people protecting national security. Especially the work of building, consolidating, and improving the quality of crime prevention and control models; the management, education, and assistance of people with past mistakes who have not improved and those at risk of violating the law. In addition, mobilizing people to actively participate in preventing, proactively detecting, and denouncing crimes and violations of the law; building a solid position of people's hearts, creating trust and support from the people, only then can we promote effectiveness, contributing to maintaining stability, security, and order in the area.

In addition, improve the quality of receiving and handling denunciations, reports of crimes and recommendations for prosecution; strengthen inspection and examination of law enforcement in investigation and handling of crimes; resolutely and strictly handle violations of the law in criminal proceedings. Investigation agencies, people's procuracies, and people's courts at all levels speed up the investigation, prosecution, and trial of cases, especially very serious and extremely serious cases, economic and corruption cases that are of special interest to the public...
