Reviewing and revoking investment projects using land and water resources that are behind schedule or in violation of the law in the province is a regular and continuous task of all levels, sectors, and localities in the province, under the close guidance of the Party Committee, yielding many concrete results. This is an important measure to strengthen discipline and the rule of law in investment and planning management, thereby screening and selecting dedicated, responsible, and capable investors to invest in the province.

Following the directives of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, and the Provincial Party Committee's Executive Board in reviewing and handling investment projects using land and water resources that are behind schedule, in violation of the law, or no longer appropriate in the province, the Party Committee of the Provincial People's Committee has regularly directed and assigned the Provincial People's Committee to require departments, agencies, and local People's Committees to proactively tighten discipline and order, and improve the effectiveness and efficiency of State management in planning, land, and investment.

Simultaneously, the Provincial People's Committee directed the regular review and assessment of non-budgetary investment projects at various levels and stages within the province, promptly addressing them. Based on this, they advised and proposed appropriate measures to ensure the strengthening of the Party's leadership and guidance, and the government's management.

In 2024, departments, agencies, and local People's Committees reviewed 204 projects in 12 districts, towns, and cities (excluding Ba Chẽ district) related to 141 notices from the Provincial Party Committee, with 240 comments. These reviewed projects were mainly in the stages of policy research, site research, planning ideas, and investment policy.

Comrade Nguyen Manh Tuan, Director of the Department of Construction, stated: The unit has coordinated with relevant departments, agencies, and local People's Committees to review and evaluate projects based on whether they are still consistent with existing planning layers, whether the investor has implemented investment procedures, and whether the approved detailed planning falls under the category of planning product financing. If the projects fall under the above criteria, they will be considered, evaluated, and a proposal for revocation will be made in accordance with the law.

Following a thorough review and assessment of each project from various perspectives, the Party Committee of the Provincial People's Committee recently agreed to submit a first report to the Provincial Party Standing Committee for consideration of revoking 19 policies regarding location, planning, and investment due to their incompatibility with the current situation, lack of project formation, and failure to complete relevant investment procedures. Simultaneously, the Party Committee of the Provincial People's Committee also proposed revoking 40 policies regarding location, planning, and investment due to changes in planning orientation, inconsistencies between approved detailed project plans and higher-level plans, detailed plans that have not been implemented for over three years, detailed plans that fall under the category of funded projects, and investors requesting to halt implementation.

Based on assessments and summaries from relevant departments, agencies, and localities, the projects proposed for revocation in the first phase basically do not affect the interests of the businesses and individuals involved; the investors generally agree with the province's revocation decision and consider it entirely appropriate in the current context, given that Quang Ninh province has just had its Quang Ninh Provincial Planning for the period 2021-2030, with a vision to 2050, approved by the Prime Minister (Decision 80/QD-TTg, dated February 11, 2023).

In the coming period, the Provincial Party Committee and the Provincial People's Committee will continue to study and direct departments, agencies, and localities to strengthen the review and identification of projects allocated land and water surface outside the budget that are behind schedule, violate the law, or are no longer suitable in the context and new development trends of the province. Through this, steps will be taken to reclaim the land in accordance with the law. The reclaimed projects will be managed, adjusted, and supplemented by relevant agencies and units according to the provincial plan, thereby creating a list of projects to attract investment, aiming to select new investors with greater capacity, experience, dedication, and responsibility to promptly meet the province's development needs.
