Minimize procedures, urgently complete construction of rest stops on highways

(Chinhphu.vn) - The Ministry of Construction has just issued a Directive requiring the acceleration of investment in smart traffic management systems, automatic toll collection, vehicle weight control and construction of rest stops at the Eastern North-South Expressway projects.

Recently, the Ministry of Construction has issued many strong directives, requiring urgent removal of obstacles and speeding up the progress of project implementation, in order to ensure synchronous exploitation of the entire route. However, the actual implementation of traffic monitoring and control systems and rest stops is still very slow, not meeting the requirements, affecting the progress of completing component projects and the goal of implementing toll collection.

To ensure the synchronous completion of construction investment, equipment installation and eligibility for toll collection on state-invested expressways under the Eastern North-South Expressway Project in the 2017-2020 and 2021-2025 phases, the Ministry of Construction requests the Project Management Boards and relevant agencies and units to urgently deploy solutions to speed up the implementation progress.

Complete equipment installation and ITS software installation before October 31

Regarding the traffic monitoring and management system, the Ministry of Construction requires the Directors of Project Management Boards 2, 6, 7, 85, Thang Long, Ho Chi Minh Road and My Thuan to seriously implement the Ministry's direction; directly urge, control progress and promptly remove difficulties and problems arising during the implementation process, ensuring quality and progress of work as required.

In particular, for the component projects in the 2017-2020 period, the Ministry requires Project Management Boards 2, 6, 7 and Thang Long to urgently and resolutely direct the construction of project items (traffic management and operation center; toll collection operator; cable trench system, cable tank along the route); at the same time, speed up the progress of equipment supply, installation and software installation, to be completed before October 31, 2025.

In particular, the Thang Long Project Management Board must urgently complete the contractor selection and sign contracts to immediately implement the package of supplying and installing shared equipment and software at the Phan Thiet - Dau Giay component project, ensuring completion before October 31, 2025. The contractor selection and contract signing must be completed before July 18, 2025.

For component projects in the 2021-2025 period, the Ministry of Construction requires Project Management Boards to direct Design Consultants and Appraisal Consultants to urgently complete construction cost estimates for the following projects: Bai Vot - Ham Nghi; Ham Nghi - Vung Ang; Hoai Nhon - Quy Nhon; Quy Nhon - Chi Thanh; Chi Thanh - Van Phong; Van Phong - Nha Trang.

As investors, Project Management Boards must speed up the appraisal and approval of design documents and estimates; issue bidding documents for construction packages before July 25, 2025, and bidding documents for equipment and software supply and installation packages before July 30, 2025.

In addition, Project Management Boards need to proactively propose solutions to improve quality, shorten the contractor selection progress, speed up construction and equipment installation, ensuring the completion of construction work before November 30, 2025; Complete equipment and software installation before December 31, 2025.

Minimize procedures, urgently build rest stops

Regarding the rest stop project, the Ministry of Construction requested the Directors of Project Management Boards to closely coordinate with localities to complete site clearance for 21 rest stops, no later than July 2025.

At the same time, direct investors and enterprises to urgently complete investment procedures and speed up the implementation of 19 contracted rest stops. For the remaining 2 rest stops, it is necessary to urgently complete the selection of investors, ensure early implementation of construction, and basically complete essential service items such as restrooms and parking lots when the component projects are put into operation.

The Ministry of Construction assigned the Vietnam Road Administration to closely coordinate with project management boards, investors and enterprises to work with local authorities to remove obstacles in site clearance; at the same time, strengthen monitoring, urging, promptly handling arising difficulties and reporting to the Ministry in cases beyond its authority.

The Vietnam Road Administration is responsible for supporting investors and businesses in completing procedures related to land, traffic connections to and from the project, and granting construction permits in accordance with legal regulations, in order to minimize time and ensure project implementation progress.

For the Quang Ngai – Hoai Nhon Expressway, the Ministry of Construction requested the Vietnam Road Administration to work with the Quang Ngai Provincial People's Committee to agree on the focal unit and account to receive compensation, support and resettlement funds. This is the basis for investors to advance funds to the state budget to serve the work of paying compensation for site clearance at rest stops.

Along with that, it is necessary to clearly identify focal units to promptly support, guide, resolve land-related procedures and ensure construction conditions throughout the project implementation process of investors.

The Ministry of Construction assigned the Vietnam Road Administration to proactively develop a plan to manage and exploit component projects as soon as the State Inspection Council for Construction Acceptance conducts inspection, acceptance and approval to put the project into operation.

At the same time, the Vietnam Road Administration is responsible for proactively selecting the unit to receive and manage the traffic monitoring and control system; the road toll payment service provider; and the unit to operate the expressway toll collection. This should be implemented immediately after the Project Management Boards complete the construction, equipment installation and software installation, to ensure that toll collection is carried out promptly, in accordance with regulations, as soon as the conditions for exploitation are met.

Project Management Boards and related units are responsible for regularly reviewing and promptly reporting to the Ministry of Construction any difficulties and problems arising during the implementation process. At the same time, they must seriously review and handle the responsibilities of related organizations and individuals in accordance with regulations if they do not meet the set progress requirements.
