Director Thai Van Tai : Since the Central Government's policy on implementing two-level local government was issued, the Ministry of Education and Training (MOET) has reviewed the curriculum and textbooks to consider the impact of implementing changes in administrative boundaries and two-level local government on the curriculum and textbooks.
The Ministry of Education and Training has issued a plan for research and development of the General Education Program, including content on revising the program of some subjects affected by changes in administrative boundaries and the implementation of two-level local government. Based on the revised program, specific adjustments will be made to textbooks.
The Ministry of Education and Training has also directed publishers with textbooks to review textbooks affected by changes in administrative boundaries and the implementation of two-level local government. At the same time, the Ministry of Education and Training has issued a document guiding localities on local educational materials.

Director Thai Van Tai: According to the provisions of the 2019 Education Law, local educational documents are compiled, appraised and approved by the Provincial People's Committee and issued by the Minister of Education and Training, so adjustments and supplements to suit changes in administrative boundaries and local authorities at two levels are all implemented by the Provincial People's Committee.
Consider changing textbook content accordingly.

Director Thai Van Tai: For subjects with revised curricula, the Ministry of Education and Training directs publishers to consider changing the content of textbooks accordingly based on the revised curriculum content. In the 2025-2026 school year, the original textbooks approved by the Ministry and selected by general education institutions will still be used, and textbooks that need to be revised will be edited to be implemented in time for the 2026-2027 school year.
As discussed above, the Ministry of Education and Training has issued a plan for research and development of the General Education Program, including training content to guide program implementation for subjects with changes in the program so that teachers can proactively implement it.

Director Thai Van Tai: The Ministry of Education and Training issued Official Dispatch No. 4060/BGDĐT-GDPT dated July 17, 2025 on strengthening the direction of implementing the general education program and textbooks for the 2025-2026 school year, which provides guidance on: For local educational materials of provinces/cities that have arranged administrative units, the organization selects the content/topics in local educational materials approved by the Ministry of Education and Training to organize teaching in the 2025-2026 school year in accordance with the characteristics of the administrative unit after arrangement and meeting the requirements of the General Education Program .

Director Thai Van Tai: Developing the General Education Program is an important task to update the program with changes and to suit reality. However, updating the program may lead to changes in textbooks. Therefore, the Ministry of Education and Training will consider this issue very carefully to balance between updating and maintaining textbook stability.
Regarding local educational materials, in Official Dispatch No. 4060/BGDĐT-GDPT dated July 17, 2025 on strengthening the direction of implementing the general education program and textbooks for the 2025-2026 school year, the Ministry of Education and Training directed: Organize the development of local educational content frameworks for all levels and classes of the new administrative unit, adjust local educational materials to match the developed content framework and use them for teaching in the following school years .
