According to the reporter's investigation, in the period of 2022 - 2023, Lac Son district has invested in a series of infrastructure construction, renovation and repair projects. As of August 2024, 15 projects have been completed and handed over for use. 83 projects have been completed but not yet handed over for use and 30 projects are under construction.
Inspecting and supervising 128 projects in Lac Son district (2022-2023 period), the functional sector of Hoa Binh province discovered that the appraisal of construction investment projects under the authority of the Economic and Infrastructure Department still allowed consulting units to set up exceeding the norms and regulations. In addition, the management, acceptance and supervision of works were not thorough and strict, during the construction process, there was a lack of construction volume, and the estimate was calculated over the volume in some details and items of the project. The functional sector discovered that the total value of violations was more than 9.7 billion VND.
It is known that in the total amount of 9.7 billion VND of violations mentioned above, 1.5 billion VND must be recovered from the state budget. The functional sector also requested the investors to deduct when accepting and settling the amount of 5.8 billion VND from the state budget, including: construction costs of 5 billion VND... On the other hand, the Department of Agriculture and Rural Development requested to deduct when accepting and settling the amount of 265 million VND; direct re-construction according to the design worth more than 1 billion VND from the state budget.
In addition, some design consulting units also made mistakes in the process of making estimates, leading to under-calculation of volume compared to the design drawings, including: Construction of classrooms, functional rooms, and auxiliary works + Renovation and repair of classrooms and auxiliary works of Lien Vu Kindergarten, Lac Son district, estimated under-calculation of volume with a total value of 207 million VND; project to renovate and upgrade inter-hamlet roads in An Nghia commune, estimated under-calculation of volume with a total value of 487 million VND. Notably, some consulting and supervising units in the process of supervising the construction of the projects also made mistakes, leading to some traffic projects having cracks from 30 - 45 degrees compared to the cross-section of the road surface.
In the two rural road hardening projects, the people contributed 25% and 50% of the value, including embankment, aggregate, labor... the enterprise provided cement, sand, stone... However, in reality, the construction unit constructed the crushed stone road base with stream gravel. In the project to renovate and upgrade the inter-hamlet road in Nhan Nghia commune, the design of the concrete embankment to protect the slopes on both sides of the road was approved, however, the consulting unit did not design the embankment foundation.
According to information obtained by reporters, in the period of 2022 - 2023, at 6 units in Lac Son district, there were still cases of incorrect spending and exceeding the regime with a total amount of more than 453 million VND, of which the amount to be recovered and paid to the state budget was 185 million VND, including: Department of Labor - Invalids and Social Affairs 82.2 million VND; Department of Agriculture and Rural Development 8.5 million VND; Center for Agricultural Services 8.7 million VND; Center for VocationalEducation - Continuing Education 86.2 million VND.
It is known that on August 22, 2024, the joint sector including the Inspectorate of Hoa Binh province, the People's Procuracy of the province, and the Police of Hoa Binh province held a meeting to give opinions on the handling of 86.2 million VND of expenditure that was not in accordance with the estimate. As a result, the leaders of the three sectors agreed to apply Clause 2, Article 8 of the Penal Code not to consider criminal proceedings against the violations of the Lac Son District Vocational Education - Continuing Education Center. The functional sector determined that the responsibility belongs to the heads and accountants of the units and the Vice Chairman of the District People's Committee assigned to be in charge.
Regarding the above issues, the Inspectorate of Hoa Binh province said that the Inspectorate of the province has requested the Chairman of the People's Committee of Lac Son district to direct departments, offices, and investors to recover the amount of more than 499 million VND into the account pending processing;
Investors deducted 5.8 billion VND from the State budget when accepting and settling; the Department of Agriculture and Rural Development deducted 265 million VND when accepting and settling...
At the same time, request the Chairman of Lac Son District People's Committee to direct the review of the responsibilities of collectives and individuals (if disciplinary action is required, consider handling according to authority) related to shortcomings and problems.
