At the same time, the Department of Agriculture and Environment continues to coordinate with localities to survey and review to advise the Provincial People's Committee to plan the auction of mineral exploitation rights.
Accordingly, to prepare material sources for the Quy Nhon-Pleiku Expressway Project, the Provincial People's Committee recently issued Official Dispatch No. 709/UBND-CNXD requesting the Department of Agriculture and Environment to proactively review and inform construction material mines with remaining reserves, expired but not yet closed, or previously zoned to serve works and projects that have been completed and the mining license has not been extended; mines that can be expected to serve the project in case the competent authority applies a special mechanism to zone areas without auction and plans to promptly have material sources to serve the project without being passive.
Along with that, the Provincial People's Committee requested the People's Committees of districts, towns and cities to continue selecting areas in the plan for protection, exploration, exploitation, processing and use of minerals in the province that have been integrated into the provincial planning (group III minerals) that can be put into auction for mineral exploitation rights to update the adjustment of district-level land use planning to 2030 and land use plan to 2025.
This is the basis for developing a plan to auction mineral exploitation rights in the province in 2025 and granting mineral exploitation licenses according to regulations to promptly have raw materials for key construction projects.
According to Mr. Le Loi - Head of the Department of Agriculture and Environment of Mang Yang district: In the district, there is only one stone quarry licensed by the Provincial People's Committee for exploitation with a reserve of 20,000 m3/year, not enough to ensure the demand for supplying minerals as common construction materials for projects, including the Quy Nhon-Pleiku Expressway Project.
To ensure the source of materials for construction projects, the District People's Committee has updated and added 2 construction stone quarries with a total area of 19.29 hectares to the adjusted land use planning until 2030 and the district's land use plan for 2025.
At the request of the Department of Agriculture and Environment, the District People's Committee has directed the Department of Agriculture and Environment to coordinate with the consulting unit to update 29 mineral mine areas in the land use planning adjustment until 2030 with a total area of 178,262 hectares. Currently, the district has compiled and sent to the Department of Agriculture and Environment to submit to the Provincial People's Committee for consideration.
Recently, the Department of Agriculture and Environment has successfully auctioned 9 areas of land for filling as common materials without mineral exploration results in the districts: Ia Grai, Kbang, Kong Chro, Phu Thien and Ayun Pa town, estimated at more than 1.4 million m3. Currently, the Department is completing the documents to submit to the Provincial People's Committee for recognition of the results.
Talking to reporters, Mr. Le Tuan Anh - Head of the Department of Minerals and Water Resources (Department of Agriculture and Environment) said: In response to the great demand for construction materials, the Department has proactively coordinated with units and localities to continue to inspect 70 soil, rock and sand mines in the province, paying special attention to mineral mine locations in districts along National Highway 19 such as: Dak Doa, Mang Yang, Dak Po, An Khe town and Pleiku city.
After the inspection, the Department will synthesize and identify mining areas suitable for the protection, exploration, exploitation, processing and use of minerals to ensure the conditions according to regulations to advise the People's Committee to plan to organize many auctions to ensure the source of materials for key projects in the coming time.
As planned, the Quy Nhon-Pleiku Expressway Project is expected to be invested in 2025 and completed and put into operation in the 2026-2030 period. Recently, Project Management Board 2 has sent the Ministry of Construction a report on the pre-feasibility study report of the Quy Nhon-Pleiku Expressway Construction Investment Project with a total investment of more than VND 43,500 billion, higher than the preliminary calculation in the first submitted plan.
In the previous report, the total length of the entire route was determined to be about 123 km (the section through Binh Dinh province is more than 37 km, through Gia Lai is more than 85 km) with a total investment of about 38,917 billion VND.
According to Project Management Board 2, the total investment of the project increased due to the increase in road length, land clearance costs must be recalculated according to the new local land prices; refer to the investment rates of similar projects and changes related to project management and consulting costs.
