Proactive transformation
From June 1st, along with the rest of the country, businesses in Hai Phong city officially switched to selling E10 bioethanol fuel, following the government's roadmap to promote the use of environmentally friendly fuels.
Prior to the widespread implementation, gas stations across the city had essentially completed their preparations. At the Hai An gas station on Le Hong Phong Street, all pumps were selling E10 gasoline. Pham Quoc Huy, the station manager, said that the station switched to selling E10 bio-gasoline on May 15th, half a month earlier than planned. Since selling E10, sales have been comparable to the previous RON95 gasoline.
From May 26th, both gas stations belonging to Ngan Ha Oil Trading Joint Stock Company in Gia Vien ward and An Lao commune completed the conversion to sell E10 gasoline. Ms. Dang Thi Mai Theu, Director of Ngan Ha Oil Trading Joint Stock Company, said that before switching to selling E10 gasoline, the company proactively invested in upgrading technical infrastructure, storage tanks, and specialized pumps to serve the business. The amount of gasoline sold at the stations remains normal, and customers have not reported any issues with the quality of E10 gasoline.

As one of the four fuel depots implementing E10 biofuel blending in Hai Phong city, Dinh Vu Petroleum Depot – PVOIL Dinh Vu (Vietnam Oil Corporation) has 14 tanks with a capacity of 75,000 m3 .
From August 1st, 2025, the pilot enterprise will distribute E10 bioethanol fuel in Hai Phong city and Hanoi . From May 15th, 2026, PVOIL will officially distribute E10 fuel throughout its entire system with nearly 1,000 gas stations nationwide.
At the factory, from May 15th to May 26th, the sales volume of E10 gasoline reached nearly 14,000 m³ . Compared to the previous production of mineral gasoline, which was approximately 53,000 m³ /month, the current consumption of E10 gasoline is comparable.
According to Tran Quoc Tuan, Deputy Director of Dinh Vu Petroleum Depot – PVOIL Dinh Vu, the blending, storage, and distribution process of E10 gasoline is carried out strictly according to technical standards. The unit is committed to taking responsibility for product quality all the way to the retail system.
According to information from the Department of Industry and Trade, as of May 27th, 100% of primary distributors (units authorized by primary distributors) and distributors in the city have implemented the business of E10 gasoline. With nearly 90% of retail outlets (out of a total of 498) having switched to selling E10 gasoline, 100% of gasoline stations will be selling E10 gasoline by June 1, 2026.

According to Tran Quoc Tuan, Deputy Director of Dinh Vu Petroleum Depot – PVOIL Dinh Vu, from the actual implementation of blending and supplying E10 gasoline to gas stations from August 2025 to the present, we have not received any feedback or suggestions from consumers regarding the amount of E10 gasoline used in vehicles currently in circulation.
"Regarding people's concerns about using E10 gasoline for 'older' vehicles, the company affirms that the product is suitable for most vehicles currently in circulation," Mr. Tuan emphasized.
To ensure a synchronized transition, the Department of Industry and Trade has requested relevant departments, localities, organizations, and petroleum businesses in the area to strictly implement the transition roadmap as directed by the Ministry of Industry and Trade and the People's Committee of the city.
Specifically, it requires petroleum producers and traders to urgently and actively implement the roadmap for transitioning to the production, blending, and trading of bioethanol instead of fossil fuels.
Retail gasoline stations are also required to urgently complete the installation of tanks, pumps, and technical infrastructure to switch to selling E10 gasoline in accordance with regulations, absolutely ensuring that there are no delays or disruptions in supply. At the same time, they should actively promote and educate organizations and individuals, including customers and consumers, about the benefits of E10 gasoline to create confidence among consumers.

According to Deputy Director of the Department of Industry and Trade Vu Thi Kim Phuong, the department has requested market management forces, starting from June 1st, to coordinate with relevant units to strengthen supervision and inspection at retail gasoline stations that are not implementing the conversion roadmap, and to strictly handle cases of trading in the wrong type of fuel, hoarding, creating shortages in supply, or violating regulations on fuel prices and quality.
The Department of Industry and Trade also requested localities to strengthen propaganda efforts to familiarize consumers with and correctly understand the benefits of E10 bioethanol fuel. The Department is the focal point for receiving information and feedback from organizations, individuals, and consumers regarding E10 fuel.
