Accordingly, the People's Committee of Lao Cai province has just issued a decision approving the traffic plan for the project to build a road connecting Noi Bai - Lao Cai expressway to Sa Pa town.
Specifically, after completing the construction of the road connecting Noi Bai - Lao Cai expressway to Sa Pa under the Build - Operate - Transfer (BOT) contract, Lao Cai Provincial People's Committee decided to approve the traffic organization plan with two main contents.
Specifically, for National Highway 4D, traffic remains as it is. Vehicles travel in both directions from Lao Cai to Sa Pa and vice versa, according to the recommendation of the Ministry of Transport (MOT).

For provincial road 155, vehicles will travel in one direction, from Sa Pa to Lao Cai city. The starting point will be at Km12+050 in the Mong Sen bridge area (intersection with national highway 4D at Km12+666) and the end point will be to Lao Cai city at Km0.
The project investor is Lao Cai - Sa Pa BOT Investment Joint Stock Company, responsible for organizing traffic and ensuring traffic safety on Provincial Road 155 according to regulations.
The route connecting Noi Bai - Lao Cai Expressway to Sa Pa has its starting point at Km 0+00 corresponding to the intersection between Noi Bai - Lao Cai Expressway and National Highway 4D at Km135+940, National Highway 4D.
Phase I of the project will build a new route extending Provincial Road 155 to Km13+800, connecting to National Highway 4D at Km117+550, including Mong Sen Bridge and the approach roads at both ends of the bridge, with a total length of 13.8 km. The total investment is about VND2,510 billion, divided into 2 phases.
On August 22, the investor allowed vehicles to test run across Mong Sen Bridge. However, the time for the entire route to be opened has not yet been announced.
