
Attending the meeting were: Permanent Deputy Prime Minister Nguyen Hoa Binh ; Deputy Prime Ministers Tran Hong Ha, Le Thanh Long, Ho Duc Phoc, Mai Van Chinh; Deputy Secretaries of the Government Party Committee; Ministers, Heads of ministerial-level agencies, Government agencies; leaders of relevant ministries, branches and agencies.
Opening the meeting, Prime Minister Pham Minh Chinh emphasized that, in order to carry out the "revolution" in organizational apparatus, recently, ministries, branches, agencies and organizations at the Central level have basically completed the arrangement of organizational apparatus; are actively implementing steps to arrange and reorganize administrative units at all levels and build a 2-level local government organization model, and at the same time arrange agencies such as the People's Court, the People's Procuracy, etc.
Praising localities for actively implementing steps to rearrange and reorganize administrative units at all levels and build a two-level local government model; organizing to collect people's opinions on the rearrangement of administrative units according to the Central's suggestion, the Prime Minister said that after the rearrangement, the whole country will have 34 provinces and centrally-run cities and it is expected that there will be 3,193 commune-level administrative units.
According to the Prime Minister, the provinces and centrally-run cities have seriously promoted the spirit of democracy, listened to the opinions of the people, and implemented procedures in accordance with the instructions of the Central Government and the Politburo on the arrangement of local administrative units; at the same time, prepared a step in personnel work for the implementation of the two-level local government organization model.
Based on the project on the arrangement of administrative units of provinces and cities, the Steering Committee for the arrangement of administrative units at all levels and the construction of a model for the organization of two-level local governments of the Government (Steering Committee) prepares reports on the arrangement of commune-level administrative units and on the arrangement of provincial-level administrative units to submit to the National Assembly for consideration and approval.
The Prime Minister requested the delegates attending the meeting to contribute their opinions to the Government's projects and submissions so that the standing body of the Steering Committee can further complete them, and the Government can submit them to the National Assembly for comments. Along with amending the Constitution, after submitting and having the National Assembly approve the projects on the arrangement of administrative units at all levels and the organization of two-level local governments, the Government will immediately start arranging and putting the new apparatus into operation as scheduled from July 1, without any interruption or congestion of work, especially administrative procedures for people and businesses.

According to the Steering Committee for the reorganization of administrative units at all levels and the construction of a two-level local government organization model of the Government, immediately after this meeting, the Government will submit to the National Assembly and the National Assembly Standing Committee the dossier of the Project on the reorganization of administrative units at the provincial and communal levels in accordance with regulations.
During the process of completing the Project dossier and submitting it to the Government, the National Assembly, the National Assembly Standing Committee, the Government Steering Committee and the Ministry of Home Affairs will continue to closely monitor, promptly grasp and summarize arising difficulties and problems to advise competent authorities to consider, resolve or make appropriate adjustments.
In particular, the development and completion of institutions related to the organization of two-level local governments, the implementation of decentralization and delegation of power between the central government and local governments is a very important and urgent task. Therefore, the Government Steering Committee requests ministries and ministerial-level agencies to urgently complete the report on the implementation of decentralization, delegation of power and the assignment of authority, tasks and powers of two-level local governments to report to the Politburo.
Ministries and ministerial-level agencies shall proactively complete and submit to the Government decrees regulating the promotion of decentralization, delegation of authority, and assignment of tasks and powers of local governments at provincial and communal levels in specialized fields; develop and promulgate, under their authority, legal documents related to the organization and operation of local governments at two levels...
