Following the direction of the Hai Duong Provincial Party Secretary, Mr. Luong Anh Trieu was given additional benefits for war invalids.

On May 8, the leader of the Department of Labor, War Invalids and Social Affairs of Hai Duong said that Mr. Luong Anh Trieu in Dai Son commune (Tu Ky) has received an additional 31% war invalid benefit.

Previously, on April 10, 2023, after receiving Mr. Trieu's feedback at the regular citizen reception meeting in April, comrade Tran Duc Thang, member of the Party Central Committee, Secretary of the Hai Duong Provincial Party Committee, gave instructions to urgently consider and resolve Mr. Trieu's request to receive additional war invalid allowance, with a body injury rate of 31%.

To receive additional benefits for war invalids, Mr. Trieu (currently receiving benefits for sick soldiers) provided the authorities with disability certificate No. 35432 issued by Group 582 on May 9, 1976, stating: "Mr. Luong Anh Trieu was confirmed as a permanent class A war invalid, level 2; disability rate 31% according to Decision No. 453 - QDHN dated July 25, 1974 of the Right Bank Military Region Command; disability ranking record dated April 6, 1976 of Group 582".

However, through verification by the Department of Labor, War Invalids and Social Affairs, at the competent military agencies, only records and documents showing that Mr. Luong Anh Trieu is a disabled veteran with a disability rate of 21% (temporary) are managed and stored, and records and documents showing that Mr. Luong Anh Trieu is a disabled veteran with a disability rate of 31% (permanent).

In order to have a basis for considering the settlement of the war invalids' allowance regime, the permanent physical injury rate of 31% for Mr. Luong Anh Trieu, on April 6, 2023, the Department of Labor - Invalids and Social Affairs requested the Criminal Technical Examination Agency, Ministry of National Defense to conduct a criminal technical examination of the Disability Certificate No. 35432 issued by Group 582 on May 9, 1976.

On April 12, 2023, the Criminal Technical Examination Agency, Ministry of National Defense, concluded that there were no technical abnormalities found on Disability Certificate No. 35432.

Based on the above assessment results, on April 14, 2023, the Department of Labor, War Invalids and Social Affairs issued a decision to grant additional benefits for war invalids, with a body injury rate of 31% for Mr. Luong Anh Trieu.

Mr. Trieu is a case of a person with revolutionary contributions who is entitled to both sick and wounded soldier benefits according to Clause 3, Article 6 of the Ordinance on Preferential Treatment for People with Revolutionary Contributions in 2020.

As planned, on the morning of May 10, the Secretary of the Provincial Party Committee and Chairman of the People's Committee of Hai Duong province will periodically receive citizens in May at the province's citizen reception office (No. 45 Bac Son Street, Quang Trung Ward, Hai Duong City).
