After a week of flooding caused by storm No. 10, some roads and alleys in Yen Bai ward, Lao Cai province are still covered in mud. People are busy cleaning, washing, and repairing the damage to stabilize their lives.

According to the reporter, on the morning of October 7, despite the rainy weather, people on some streets in Yen Bai ward took the opportunity to wash the streets and household items to stabilize their lives.

Mr. Nguyen Nghiem Dung, living on Thanh Nien Street, Hong Thanh Residential Group, Yen Bai Ward, confided that people have been busy cleaning up for a week now, and it was not until October 6 that people were able to travel easily and stabilize their lives. Currently, the weather is raining, just hoping that there will be no more flooding so that people can fix the remaining problems.

Ms. Hoang Thi Cuc, Hong Phu Residential Group, Yen Bai Ward shared that for the past week, people in the flooded areas have been working hard from morning to night to clean up their houses and streets. Currently, people have electricity and the streets are open, people's lives are temporarily stable. They just hope for favorable weather so that people can continue cleaning up the unfinished areas.

Currently, in Yen Bai ward, there are still many alleys and some places on Thanh Nien and Tran Hung Dao streets that are full of mud. Construction and transportation enterprises in the province are actively mobilizing vehicles and machinery to fix the problem, in order to stabilize people's lives.

Mr. Nguyen Tien Si, Deputy Director of Tien Dat Construction and Trading Joint Stock Company, said that due to the impact of storm No. 10, the unit was flooded with a road roller and many tools and equipment serving the construction of Thanh Nien road.

However, in the spirit of supporting the people and the government to quickly overcome the consequences, the Company mobilized 12 cars and excavators along with human resources to be present on flooded roads to clear mud and soil, ensuring traffic and daily life for the people. However, in the past two days, it has rained in the area, affecting the progress of the recovery work. The unit hopes that the weather will not rain, the river water will not rise so that the people in the flooded areas will suffer less and suffer less.

The impact of storm No. 10 caused serious flooding in many areas in Yen Bai ward. The whole ward has more than 7,700 households affected by flooding and isolation; of which, 5,137 households were flooded, property damaged in 38 residential groups, the ward evacuated 677 people to safety.

In addition, Yen Bai ward has 11 schools, 1 medical station, 7 cultural houses, electronics supermarkets, convenience stores, some agencies and pagodas flooded; 24 roads were flooded with mud, the drainage system was damaged. Flower gardens and small parks were flooded. Estimated damage was about 150 billion VND.

Vice Chairman of Yen Bai Ward People's Committee Ngo Tuan Dung said that from October 1, immediately after the flood receded, Yen Bai Ward mobilized more than 100 vehicles, generators, pumps, cars, trucks, excavators, graders, road cleaning trucks and other supporting equipment and tools to serve the rescue work. At the same time, the ward mobilized more than 500 people including army, police and militia forces.

Up to now, Yen Bai ward has achieved about 95% of the work volume. The ward has collected mud on 24 roads with a total length of about 15km, the volume of mud is about 25,000m³. Main roads such as Hoa Binh , Nguyen Thai Hoc, Hoang Hoa Tham, Tran Hung Dao, Ho Xuan Huong, Tran Nguyen Han, Dinh Le, Doan Thi Diem, Bui Thi Xuan, Tran Quang Khai, Mai Hac De, Da Tuong, Dao Duy Tu, Yet Kieu are basically completed and open to traffic.

Educational facilities have completed cleaning, sanitation, and disinfection, ready to welcome students back. The Yen Bai Stadium area is still being cleaned (about 20% left), and the dredging work is expected to be completed on October 7. Currently, units are actively cleaning up the remaining routes including Thanh Nien Street, the Red River embankment, and some alleys and lanes.

Yen Bai Ward hopes that Lao Cai Provincial People's Committee will pay attention and soon support the ward with funds to overcome the consequences of natural disasters; at the same time, issue a Decision to declare an emergency situation regarding natural disasters for the urban drainage system that was filled and blocked after storm No. 10 so that the ward can immediately implement dredging the sewer and drainage system. The total estimated cost for damage recovery is about 25 billion VND.

Also on October 7, Thac Ba Hydropower Joint Stock Company announced that it would close all spillway gates from 6:30 a.m. Mr. Nguyen Manh Cuong, Deputy General Director of Thac Ba Hydropower Joint Stock Company, said that on the Chay River basin of Thac Ba Lake last night (October 6), there was only 40mm of rain, and factories on upstream branches only discharged at an average rate of 400-500m3/s. By the morning of October 7, the Company had completely closed all spillway gates. Currently, the water level is at a safe level.

The Deputy General Director of Thac Ba Hydropower Joint Stock Company added that according to the forecast from the National Center for Hydrometeorology, the development of storm No. 11 in the next 2 days will be quite complicated. Therefore, the Company continues to monitor the flood situation in the Chay River basin and Thac Ba Lake to have timely response measures, ensuring the safe operation of Thac Ba Hydropower project as well as downstream.

Previously, on September 30, Thac Ba Hydropower Joint Stock Company opened the floodgates through the spillway due to heavy rain, to ensure safety for the project and downstream areas.

In order to proactively prevent and combat storm No. 11, the Standing Committee of Lao Cai Provincial Party Committee requested Party committees, authorities, the Vietnam Fatherland Front and socio-political organizations of the province to strengthen supervision, inspection and response to storm No. 11 and post-storm circulation according to the "4 on-site" motto; Party committee heads, heads of agencies and units must not be negligent or subjective, regularly organize monitoring, updating, and grasping the developments of the storm and the situation in the locality; be proactive early and from afar, prepare response measures at the highest level, ensure safety for people's lives, and minimize damage to people's and State's property.

The Lao Cai Provincial Party Committee directed to urgently focus on overcoming landslides on affected roads, ensuring smooth traffic in the province; prepare forces, vehicles and equipment in key areas at risk of being cut off to promptly approach and deploy rescue and relief operations as soon as a bad situation occurs; inspect and review all dike works and dike protection plans in the area; organize the relocation and evacuation of people to safe places, especially in areas that have experienced heavy rain in recent days and areas at high risk of landslides.
