According to Circular No. 69/2024/TT-BTC dated October 1, 2024 of the Ministry of Finance , the purchase of cars for general work of state agencies must be carried out in the form of national centralized procurement from November 15, 2024.
A representative of a unit would like to ask the Ministry of Finance, after the provinces and cities carry out the merger (from July 1, 2025), will the Ministry of Finance issue any new regulations or instructions on car purchases for departments, branches, and commune-level People's Committees? Will the form of car purchases change compared to the provisions of Circular No. 69?

Responding to this issue, the Ministry of Finance said that according to the provisions of Point b, Clause 2, Article 53 of the Law on Bidding 2023, Circular No. 69/2024 of the Ministry of Finance stipulates the list of goods and services subject to national centralized procurement (effective from November 15, 2024); which stipulates the scope of regulation, applicable subjects and the list of goods and services subject to national centralized procurement.
Along with that, Article 31, Article 52 of the Law on Management and Use of Public Assets 2017 and Article 3, Article 41 of Decree No. 186/2025 of the Government stipulate that the purchase of public assets is applied in cases where state agencies and public service units do not have assets or lack assets compared to standards and norms, but the State does not have assets to hand over and is not in the case of leasing or contracting funds for the use of public assets. This includes the case of purchasing to replace assets that have met the conditions for liquidation according to the provisions of law.
Based on the scope of the assigned budget estimates and the permitted funding sources, state agencies and public service units shall organize the procurement of public assets in accordance with the provisions of the law on bidding.
The organization of the implementation of public asset procurement in a centralized manner is carried out in accordance with the provisions of the law on bidding and the provisions of Chapter VI of Decree No. 186/2025 of the Government.
The Ministry of Finance responds to the unit's representative to base on the provisions of the law and the unit's reality to implement appropriately.
