The Ministry of Industry and Trade is seeking comments on the draft Decree amending Decree 57/2025 regulating the mechanism for direct electricity purchase and sale between renewable energy generators and large electricity users and Decree 58/2025 on the development of renewable energy and new energy.
One of the notable points is the simplification of procedures for notifying the development of self-produced and self-consumed rooftop solar power. According to the draft, organizations and individuals installing systems not connected to the national grid only need to send a notice to the People's Committee at the commune level, instead of having to apply for many types of licenses as before.
The notification includes the name of the investor, capacity scale, location, start and completion time. The Commune People's Committee is responsible for synthesizing and reporting to the Department of Industry and Trade annually.
In case of connection to the national power system, people or businesses only need to fill in the information according to the prescribed form. The People's Committee at the commune level receives and transfers the information to the electricity unit for management, monitoring and implementation guidance.
Notably, households installing systems with a capacity of less than 1kW (calculated according to inverter capacity) are not required to notify. If there is a sale of surplus electricity, the Commune People's Committee must report to the Department of Industry and Trade within 5 working days for management according to regulations.

The Ministry of Industry and Trade also proposed regulations on the subjects of registration when installing rooftop solar power, including: Organizations and individuals with a connection system from medium voltage level or higher and selling surplus electricity, or other units that need to be granted a Certificate of Development Registration.
The Department of Industry and Trade of each province or city will be the competent authority to issue this certificate. The registration dossier only requires information form and design drawings, no construction permit, fire prevention and fighting acceptance or environmental procedures are required.
In addition, the draft also increases the maximum rate of purchasing excess electricity from 20% to 50%, to encourage households to supply unused electricity to the national power system. The electricity purchase price is calculated based on the average market price of the previous year announced by the market operator, but does not exceed the ceiling price of the same type of ground-mounted solar power.
Regarding the self-consumed rooftop solar power system installed on public property, the Ministry of Industry and Trade proposes two options. Option 1, surplus electricity cannot be sold; option 2, surplus electricity can be sold according to the National Assembly 's Resolution.
