According to Resolution 60 at the 11th meeting of the 13th Party Central Committee, the number of provincial-level administrative units after the merger is 34 provinces and cities (28 provinces and 6 centrally-run cities). Accordingly, Ho Chi Minh City, Ba Ria - Vung Tau, and Binh Duong are merged together to become Ho Chi Minh City.
Regarding population, according to the General Statistics Office in 2023, Ho Chi Minh City currently has 9.456 million people, Ba Ria - Vung Tau has 1.187 million people, Binh Duong has 2.823 million people. Thus, after the merger of these 3 localities, Ho Chi Minh City will have the largest population in the country, up to more than 13.6 million people.

Before the merger, Bac Kan was the province with the smallest population in the country with 326,504 people. However, according to Resolution 60 of the 13th Party Central Committee, Bac Kan was merged with Thai Nguyen to become Thai Nguyen province. Thus, the new Thai Nguyen will have 1.694 million people.
After the merger, Lai Chau became the least populous province in Vietnam with 494,626 people. Lai Chau is currently a northwestern border province, about 450 km from Hanoi. In the first quarter of 2025, the province's GRDP reached about VND 2,931 billion (2010 comparable prices), an increase of 11.32% over the same period.

According to Resolution 60 of the Central Committee issued on April 12, 2025, 11 provinces and cities will remain intact, including: Hanoi, Hue, Lai Chau, Dien Bien, Son La, Lang Son, Quang Ninh, Thanh Hoa, Nghe An, Ha Tinh, Cao Bang.
According to the Resolution, local governments nationwide will be organized at two levels: provincial level (provinces, centrally-run cities) and communal level (communes, wards, special zones). The district level will cease to operate after the National Assembly passes amendments and supplements to the 2013 Constitution and the 2025 Law on Organization of Local Government. It is expected that the country will reduce the number of commune-level administrative units by about 60-70%.

Thanh Hoa is currently the locality with the most commune-level administrative units (communes, wards, towns) - 547. Next is Hanoi - 526. The remaining localities all have less than 500.
However, the number of commune-level administrative units in Thanh Hoa and other provinces and cities will decrease sharply after the merger this year. It is expected that the number of wards and communes in Thanh Hoa will be only 166, a decrease of nearly 70%.

Currently, Nghe An is the largest in the country with 16,486.5 km².
It is expected that after the merger, the new Lam Dong province (including Lam Dong, Dak Nong and Binh Thuan at present) will have the largest area in the country - over 24,200km². The second largest province is the new Gia Lai (including Gia Lai and Binh Dinh provinces), with an area of over 21,500km².
The new Dak Lak province (merging Dak Lak and Phu Yen provinces) will be the third largest province with an area of over 18,000km².
