Currently, the authorities of the two provinces of Savannakhet and Quang Tri have had the idea and plan to establish a common cross-border economic and trade zone Densavan-Lao Bao to connect border economic zones, promote trade and investment, and create momentum for socio-economic development of the two provinces.
During the implementation process, the two provinces have established working groups of each side. Savannakhet province has established a working group to direct the construction of the DensavanLao Bao 3399 cross-border economic and trade zone, replacing the previous working group 1626. In the past, the working groups of the two provinces have held many meetings to coordinate and discuss with each other; at the same time, the Savannakhet Provincial Government Committee also signed a cooperation contract to develop a research report on the socio-economic development strategy of Savannakhet province to support the development of planning areas in Savannakhet province with Sankae Consulting Group. Currently, Savannakhet province has completed the provision of information related to economic development according to the contract to the consulting unit.

Regarding the establishment of the Densavan-Lao Bao Cross-Border Economic and Trade Zone, the Savannakhet Provincial Government Committee recognizes the importance of high unity in the establishment process and is ready to support and cooperate so that the above-mentioned economic zone can be officially established, becoming a symbol of cooperation between Laos and Vietnam, strengthening and tightening the solidarity and friendship between Savannakhet and Quang Tri provinces; encouraging and promoting economic, trade, investment cooperation and socio-economic development to be better and better.
However, according to the provisions of the laws of the Lao PDR, the establishment of special economic zones is within the scope of the Government's authority for consideration and approval through the coordination of relevant local authorities, and must also take into account the provisions of the Agreement on National Border Management Regulations.
Therefore, after the provincial government completes the research with the support of Sakae Consulting Group and the results of this workshop, the Savannakhet Provincial Government Committee will discuss and agree with the relevant departments of the province and report to the Government for guidance on implementation according to regulations. Therefore, I propose that the central government support and direct the establishment of the Densavan-Lao Bao Joint Border Economic Zone in accordance with the law.
