Railway will be renovated to Di An Railway Factory

The Ministry of Transport has just issued an official dispatch responding to the petition of Binh Duong voters about repairing the railway line through the residential area to the Di An Railway Factory.

The Ministry of Transport said it has received a petition from voters in Binh Duong province about repairing the railway line through the residential area to the Di An Railway Factory.

Accordingly, voters reported that the drainage system along the railway section through Di An ward, Di An city, Binh Duong province often floods during the rainy season, affecting people's lives. In January 2023, the Ministry of Transport responded in writing, stating that it would assign the Vietnam Railway Authority and Vietnam Railway Corporation to invest in the project: "Renovation and repair of railway from Km 0+00 to Km 1+500, railway line to Di An Railway Factory" in the national railway infrastructure maintenance plan in 2023. However, the project has not yet been implemented. Therefore, voters requested the Ministry of Transport to direct the Vietnam Railway Authority and Vietnam Railway Corporation to urgently implement the project.

Responding to the petition of voters in Binh Duong province, the Ministry of Transport said that the project "Renovation and repair of railway from Km 0+00 - Km 1+500, railway line to Di An Railway Factory" is on the list of projects preparing for investment in the national railway infrastructure maintenance plan in 2023, approved by the Ministry of Transport to be transferred to prepare for investment in 2024. After the railway infrastructure maintenance plan in 2023 was approved by the Ministry of Transport, the Vietnam Railway Authority and Vietnam Railway Corporation organized the implementation of investment preparation work. However, in the process of preparing the feasibility study report for the construction investment, the design solution had to be studied and adjusted many times, so it could not be implemented in 2023. The reason is that the railway traffic safety corridor on the route has many sections being encroached upon, residents live along both sides of the railway, and many locations have concrete poured close to the edge of the rail. The scope of the project must be adjusted because the scope of the final section of the route overlaps with the scope of the Di An railway material station area. At the same time, in the process of appraising and approving the feasibility study report for the construction investment, to ensure investment efficiency and avoid waste, the Vietnam Railway Authority and Vietnam Railway Corporation are studying the plan to use old rails that are still usable and recovered from the maintenance of national railway infrastructure in stock to replace the damaged current rails on branch lines and stations with low train speeds. "After receiving the petition from voters in Binh Duong province, the Ministry of Transport issued a document directing the Vietnam Railway Authority and the Vietnam Railway Corporation to coordinate with local authorities to urgently implement the project. According to the report of the Vietnam Railway Authority, the feasibility study report on the investment and construction of the above project has been appraised and approved. It is expected that the project will complete the investment preparation phase in 2024 and begin construction in 2025," said the Ministry of Transport. In order to soon implement the investment in the project according to the national railway infrastructure maintenance plan, the Ministry of Transport requested the National Assembly Delegation of Binh Duong province to coordinate and consult with the People's Committee of Binh Duong province to direct local authorities to clear the encroachment on the railway traffic safety corridor on the route to build a drainage system along both sides of the railway through Di An ward, Di An city, Binh Duong province. At the same time, coordinate with the Vietnam Railway Authority and Vietnam Railway Corporation in the process of implementing the project and organizing propaganda and mobilizing local people not to encroach on the railway protection corridor in the Di An station area, Binh Duong province, on the Hanoi - Ho Chi Minh City railway line.
