At the Government press conference on the afternoon of December 7, the press asked the Ministry of Home Affairs about the handling of policies and regimes for redundant cadres, civil servants and public employees when streamlining the apparatus. Responding to the above issue, Chief of Office, Spokesperson of the Ministry of Home Affairs Vu Dang Minh said that in order to have a basis for streamlining the apparatus according to the direction of the General Secretary , the Central Executive Committee, the Government Steering Committee assigned the Ministry of Home Affairs to study and develop a strong and outstanding policy mechanism to serve as a basis for arranging and streamlining the staff of cadres and civil servants when carrying out the arrangement.

"This is a sensitive, complicated issue that has a huge impact on society but requires quick action. The Ministry of Home Affairs is drafting a decree related to this content," said Mr. Minh. According to Mr. Minh, the Ministry of Home Affairs is currently assessing the impact, conducting multi-dimensional and thorough research to ensure the feasibility of the policy after its promulgation; ensuring that there is a mechanism to resolve and appropriate policies for officials and civil servants in the apparatus who wish and need to move to other areas and no longer work in state agencies. At the same time, there is a mechanism to retain talented people, ensuring the principle of building a civil service in the direction of real talent, attracting talented people from within the country and internationally. This is a very fundamental and comprehensive issue that needs to be properly assessed for its impact in order to have a political and legal basis for implementation. The Ministry of Home Affairs is drafting a draft, asking for opinions from the Party Committee of the Government, the Government Steering Committee. After that, it will submit it to the Central Steering Committee and the Politburo for opinions. After receiving the opinion of the Politburo, it will be submitted to the Government for consideration and approval according to a shortened process to have a policy for immediate implementation, in sync with other projects. "The Ministry of Home Affairs is focusing on working day and night with other ministries and branches in the spirit of running and lining up at the same time," emphasized the spokesperson of the Ministry of Home Affairs. Mr. Minh said that regarding the issue of human resource arrangement, there must be an outstanding policy, strong enough with the spirit of "ensuring the goal of streamlining and improving the quality of the team but at the same time ensuring stable development". Along with that, it is necessary to pay attention to the thoughts and legitimate aspirations of the team of cadres and civil servants. In parallel with the streamlining policy, it is also necessary to calculate and prioritize the arrangement of people with outstanding qualifications, qualities, and abilities, experience, seniority, prestige, and deep expertise in the field of the industry and ensure the principle of consensus between the two sides, with the agreement of the head of the agency.
