This draft will replace Circular 51/2011/TT-BGDDT dated November 3, 2011 regulating national periodic assessment of students' learning outcomes in generaleducation institutions.
According to Circular 51, large-scale assessment is only conducted for two subjects: Mathematics and Vietnamese. The Ministry of Education and Training said that the amendment to Circular 51 aims to overcome difficulties, obstacles, and limitations in implementing large-scale assessment. Therefore, the draft circular has some adjustments. Specifically, in terms of scope of application, the current circular only applies to national periodic assessments chaired by Vietnam, to assess the learning outcomes of students in general education institutions, and has not been adjusted for international assessments with the participation of Vietnam.

Meanwhile, in the past and in the coming years, Vietnam has, is and will continue to participate in many international assessment programs such as PISA (Programme for International Student Assessment for 15-year-olds of the OECD); SEA-PLM (Programme for Assessment of Primary School Students in Southeast Asia); TALIS (Programme for International Assessment of Teaching and Learning of the OECD).
To suit the actual situation, the new draft circular has expanded to include both national and international assessments. According to the draft, national assessments are conducted on a national scale based on student, teacher, and school management samples for grades 5, 9, and 11 every 5 years.
Regarding the assessment content, the requirements for the subjects participating in the assessment are specified in the current general education program. The draft focuses on assessing students' ability to apply knowledge and skills in solving problems related to study and life.
For grade 5, the subjects will include Math and Vietnamese. For grade 9 and grade 11, in addition to Math and Literature, English will be added. The assessment forms are diverse, including paper-based surveys, computer-based surveys or a combination of both. If necessary to serve state management requirements, the Minister of Education and Training can add additional surveys, in addition to the regular national and international surveys.
According to the Ministry of Education and Training, when issued, the new circular will contribute to periodically providing objective and reliable information on the quality of general education; at the same time, it will be the basis for proposing policies and solutions to innovate teaching and learning activities, meeting the requirements of implementing the General Education Program, improving the quality and promoting international integration of general education.
