On June 23, information from the People's Committee of Long An province said that according to the province's socio -economic development orientation, the Phuong Nam Pulp Mill project area (Thuan Nghia Hoa commune, Thanh Hoa district, Long An) will be planned into an ecological urban area associated with high-tech agriculture.
This pulp mill project covers an area of 45.37 hectares and has been implemented since 2003. Initially, the project was invested by the Industrial - Transport Investment and Development One Member Co., Ltd., and then transferred to the Vietnam Paper Corporation.
The project has been granted a land use right certificate, completed procedures and put into trial operation with an initial total capital of nearly VND 1,490 billion, then increased to more than VND 3,409 billion.
To serve the project, Long An previously planned a jute growing area as raw material. However, after a long period of unsuccessful testing, people stopped growing jute and the raw material area was lost.
The factory officially ceased operations in 2014 and has become the most difficult loss-making project to resolve today.
The Ministry of Industry and Trade previously submitted a plan for asset auction to competent authorities for approval and implementation, but after three times of organization, it could not find any interested investors.
The reason is that the equipment and production line of this factory are unique, the technology of producing pulp from jute of this factory is unique in the world. Besides, the starting price of the auction is also difficult to match the market, because there are many issues related to creditors.
Long An Provincial People's Committee has reported the project to the Central Internal Affairs Committee and the Ministry of Finance to propose to the Prime Minister and central ministries and branches to give policies, directions and instructions to the province to comprehensively handle the project.
On May 15, the Government Inspectorate requested Long An province to provide documents related to the project.
The Department of Finance has advised the Long An Provincial People's Committee to provide project documents to the Government Inspectorate. Currently, Long An is waiting for the Prime Minister, central ministries and branches to have conclusions, instructions and opinions, then the province will organize the implementation.
